The Florida Department of Corrections is seeking a dynamic and experienced individual to serve as the Chief of Human Resources for the Bureau of Recruitment and Retention. This is a highly professional leadership position within the Office of Human Resources (OHR), where you will play a critical role in shaping and implementing policies and special projects aimed at enhancing personnel management across the Department’s workforce.
The Chief develops strategic plans to attract, hire, and retain employees, ensuring the organization has the right talent to achieve its goals. This involves managing human resource functions within talent acquisition, succession planning, training, compensation, and benefits.
This position is not a telework position and is required to report to the FDC office in the area it serves.
JOB DUTIES:
- Develop and implement comprehensive personnel policies and procedures covering recruitment, retention, pay and benefits, classification, employee programs, and personnel procedures.
- Advise and collaborate with senior administrators on personnel issues, solutions, policies, procedures, and regulations. Provide technical advice and guidance to field staff regarding personnel administration.
- Represent the Director of Human Resources in internal and external meetings and hearings, including legislative and administrative hearings and state and federal litigation.
- Maintain accountability to the Secretary, Chief of Staff, and Director of Human Resources for sustaining an effective and efficient workforce.
- Supervise Human Resource Managers responsible for major functional areas within the Office of Human Resources (OHR).
- Manage recruitment, onboarding, and retention for all key positions, ensuring proper training is implemented and conducted.
- Manage employee relations and resolve conflicts effectively.
- Implement succession planning strategies to ensure the organization is prepared for future leadership needs.
- Oversee the development and implementation of training programs to enhance employee skills and career growth.
- Manage and optimize compensation and benefits programs to ensure competitive and equitable employee remuneration.

REQUIREMENTS:

- Ten (10) years of professional experience in human resources.
- Postsecondary education may substitute for up to 4 years of the required experience.
- Six (6) years of professional experience in a management role.
