This open competitive advertisement is for a SES (Selected Exempt Service) position located at Central Office in Tallahassee, FL in the Office of Administration, Bureau of Support Service.

This is a professional management level position reporting to the Department’s Director of Administration with the primary responsibility of administration and oversight of the Bureau of Support Services which includes statewide fleet operations and general services of the Florida Department of Corrections’ Central Office.  

This position is not a telework position and is required to report to the FDC office in the area it serves.

JOB DUTIES:

Fleet Administration:

  • Manage a team of 30+ administrative and technical fleet professionals including mid-level and upper managers. 
  • Oversee full operations, including but not limited to acquisition, allocation, utilization management, repair, and disposal of a statewide fleet of approximately 3,000 vehicles
  • Administration of a multi-million-dollar fleet acquisition and repair budget including the preparation of legislative budget requests for acquisition appropriations
  • Manage the Department’s WEX fuel card program and vehicle telematics software platform 

General Services:

  • Manage a team of 50+ administrative professions including mid-level and upper managers
  • Oversee the Department’s public records and records management teams
  • Oversee the Central Office General Services operations including but not limited to building safety and security of (4) headquarters buildings, employee/contractor ID badge credentialing, employee/contractor parking contracts, Department recycling and surplus programs, print operations, and mail operations. 

Emergencies:

  • The incumbent in this position is responsible for managing emergency response during and after scheduled work hours.  The incumbent is responsible for coordinating the work activities of subordinates. Participation in emergency response is a requirement of this position. 

 

Supervision:

  • Manage and supervise the day-to-day operations and staff as required. Communicate clearly and frequently with staff to ensure the mission and tasks are clear.
  • Provide prompt and courteous customer service. Incumbent provides general administrative duties, including the writing of employee performance evaluations and review of work-related performance. Addresses employee performance issues promptly and uses corrective action to resolve performance problems.
  • Recommends disciplinary action if necessary and provides recommendations for training and continued training/education. Works with the FDC Human Resource
  • Division to document performance-related issues. Performs employee Performance
  • Planning and Review within designated time periods in accordance with FDC procedures. Supervises subordinates, reviews, and timely approves timesheets, purchasing card transactions, and all other contract management-related activities.
  • Trains and evaluates employees on job safety, proper care and use of state-owned equipment, and periodic review to reinforce FDC procedures. Ensure subordinates receive and complete the required training.

REQUIREMENTS:

  • Minimum of six (6) years of progressive experience and responsibility in a business administration field, four (4) of which while holding a supervisory position directing a multi-functional staff.
  • Three (3) years of state or federal government experience in contract management overseeing contract values of more than $100,000.     
  • Current Florida Certified Contract Manager (FCCM) or successful attainment of FCCM certification within (6) months of employment date.
  • Experience leading and managing a professional staff of four or more members.
  • Strong stakeholder management skills. Ability to work with internal and external partners to achieve desired outcomes.

PREFERRED QUALIFICATIONS:

  • Project Management Professional (PMP), preferred.
