This role is responsible for ensuring that small businesses are accurately evaluated and meet the eligibility criteria for certification programs administered by the Florida Department of Transportation (FDOT). The position supports the agency in fulfilling federal program requirements and maintaining funding eligibility.

 

Key responsibilities include conducting comprehensive reviews to prevent fraud and ensure that only qualified firms are certified. The Business Certification Consultant also plays a vital role in the monthly processing of approximately 30 certification applications, 185 affidavits, and managing over 500 emails received through program inboxes.

Your Specific Responsibilities:

This position is responsible for administering the Florida Department of Transportation's (FDOT) vendor and business certification system and serving as the functional application coordinator. The Program Analyst compiles and reports certification program data to management, including the production of monthly reports to executive leadership. Serves as the Security Coordinator for both renewal and first-time system access requests. Develop policies, procedures, and communication strategies for engaging internal and external audiences. Prepares and distributes fact sheets, scripts, and written materials for public dissemination.

 

Compiles and inputs data into the certification system, ensuring accuracy and consistency. Develop processes and procedures to ensure the integrity of the data housed in the system. Monitors data submissions received from other FDOT applications, as well as input from staff, contractors, consultants, and local agencies. Reviews data for quality and completeness, identifies discrepancies, and resolves issues as needed.

 

Serves as the Department’s certification system project manager, overseeing the resolution of technical and administrative issues Identifies and monitors system problems, ensuring timely resolution and continuous improvement. Identifies, recommends, and implements system enhancements to improve data process flow, operational efficiency, and user experience. Serves as the agent of the application owner for system updates and modifications.

 

Collaborates with managers, certification staff, and team members to ensure the accuracy and consistency of data submissions. Assist in developing a comprehensive communication strategy to engage and inform stakeholders, enhance public understanding, and maintain positive relationships with community-based organizations, advisory committees, government agencies, and the media. Represents the Department at public and business events to promote programs, services, and the Department’s mission.

 

Trains staff, contractors, consultants, and local agencies on the certification application system and associated data requirements. Develops and implements technical assistance strategies, providing support to internal and external clients via email and phone. Develop policies, procedures, and communication strategies to be followed when engaging audiences both within and outside the Department.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of:

  • Knowledge of effective communication techniques for interacting with diverse audiences in a tactful and courteous manner; Proficiency in SharePoint, Microsoft Excel (including pivot tables), Power BI, and enterprise-level applications with large user bases.

Ability to:

  • Ability to create clear, engaging fact sheets, pamphlets, and written materials to promote business programs.
  • Ability to quickly learn and navigate various online information technology systems and tools; Strong verbal and written communication skills, with the ability to convey technical information clearly.
  • Ability to develop and document processes, procedures, and communication strategies.
  • Ability to retrieve, analyze, and input data from computer databases and web-based applications.
  • Ability to design user-friendly training materials and documentation for technical systems.
  • Ability to train internal and external users on certification systems and data requirements.
  • Ability to understand complex data relationships and generate detailed, meaningful reports;
  • Ability to access and manage data across multiple business reporting platforms.
  • Ability to write clear user instructions, tip sheets, and system guidance documentation.
  • Ability to present information effectively to both small and large groups.
  • Ability to work independently, manage time effectively, and meet deadlines.
  • Ability to travel up to 25% of the time.

 

Minimum Qualifications:

Four years of professional or nonprofessional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering, or administrative work. Post-secondary education can substitute on a year-for-year basis.
