The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

 

FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office (SWO); the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:

 

This position’s primary responsibility is for the functions of budget, planning, financial reporting, and reconciliation for the Bureau(s) of FDEM, including but not limited to, the Bureaus of Financial Management, Response, Recovery, Preparedness, and Mitigation. The functions of budget, planning, financial reporting, and reconciliation include, but are not limited to: 

  • Coordinate and submission of all grant award applications with assistance from FDEM staff into the Federal Grants Tracking System (FGTS); monitor accounting, financial, budgetary, revenues, expenditures, and balances of all grant awards, including but not limited to, financial management, establishing financial coding, and maintaining complete and accurate records related to grants and matters assigned.
  • Coordinate the development and compiling of financial information related to accounting, financial, budgetary, revenues, and expenditures for FDEM. 
  • Submit budget amendments as necessary.
  • Process allocations for FDEM monthly. 
  • Interpret regulations and policies for federal and state programs and awards received by, and participated in by, FDEM and aid staff to ensure the awareness of financial guidelines, procedures and directives.  
  • Responsible for assisting in the development of Legislative Budget Requests in conjunction with the Bureau Chief and FDEM program managers using procedures to adhere to the guidelines established by the Executive Office of the Governor (EOG) Office of Policy and Budget (OPB). 
  • Develop narrative justification and other supporting documentation for specific issues as assigned.
  • Analyze requests submitted by FDEM and assist in further development of required narrative justification, workload statistics, other support data, and the preparation of forms and schedules used to support FDEM’s budget request.
  • Coordinate with OPB and legislative analysts on the Legislative Budget Requests.
  • Prepare analyses for tracking issues in Legislative Budget Requests, the Governor’s Recommendations, Senate Bill, House Bill, and Conference Committee Bill up to and including the Appropriations Act. 
  • Coordinate with other FDEM budget, planning, and financial staff, in the development of the Long-Range Program Plan and other planning systems, including the review and recommendation of FDEM performance measures and unit costs.
  • Assist FDEM program staff with the alignment of budget requests to performance measures and activities for the development of the annual Long Range Program Plan and other planning documentation.  Review the differences in requested performance measure unit costs and actual performance unit costs to ensure that the differences can be clearly justified.
  • Day-to-day management of operating budgets and position rate controls, financial reporting and reconciliation, budget requests and amendments including proper narrative justification, revenue projections, workload statistics, technical completion of schedules and formats, and financial reporting associated with programs administered by FDEM in coordination and collaboration with EOG and other State and Federal agencies.
  • Monitor budgetary and accounting financial data for all obligations to pay and receive to determine if they appear in line with proper financial activity or if they are not appropriate, inclusive of making payments in the State of Florida Accounting System (FLAIR), Florida Planning and Accounting and Ledger Management (PALM), Legislative Appropriations System/Planning and Budgeting Subsystem (LAS/PBS), Budget Amendment Processing System (BAPS) and other financial and budgetary systems, pertaining to obligations to pay and receive. 
  • Monitor budgetary and accounting financial data for all Travel charges to determine if they appear in line with proper usage or if they are not appropriate, within the Statewide Travel Management System (STMS)
  • Work with FDEM staff to manage and track the financial coding and financial transaction data in the processing of invoices, revenues, payroll, requisitions, purchase orders, and travel vouchers for reimbursements; maintain proper documentation of expenditures.
  • Prepare requests for payments and monitor expenditures for items and services that are obtained via purchase orders, requisitions, and contracts through FLAIR, PALM, Florida Accountability Contract Tracking System (FACTS), MyFlorida Market Place (MFMP), and the Florida Division of Emergency Management’s Enterprise Solution System (DEMES). 
  • Track disaster related financial information, including expenditures, obligations, and projections, cash management and assist with the preparation of documents to file for federal or state reimbursement.
  • Participate in year-end closing activities.
  • Support the Bureau of Financial Management’s team and efforts related to emergency events
  • Perform other related financial functions and responsibilities as assigned.

 

During declared state emergencies, you may be required to work more than 8 hours per day, including nights, weekends, and holidays, in support of disaster response

 

Knowledge, Skills, and Abilities:

  • Knowledge of basic mathematics to inlcude accounting or auditing principles.
  • Knowledge of the methods of compiling and analyzing data.
  • Knowledge of monitoring techniques.
  • Knowledge of State of Florida’s accounting, financial, budgetary, and procurement systems  (including but not limited to FLAIR/PALM/MFMP/FACTS/DEMES/LASPBS/BAPS). 
  • Ability to review, analyze, and evaluate data.
  • Ability to examine financial records.
  • Ability to understand and apply laws, rules, regulations, policies, and procedures.
  • Ability to conduct research, obtain critical facts, and prepare reports.

  • Ability to compile, organize, retrieve, and analyze detailed financial data relative to assigned programs and to monitor expenditures and close out state and federal awards. 
  • Ability to apply historical financial data to forecast future financial obligations. 
  • Ability to work independently with FDEM, other state agencies, and federal staff and liaisons in the management of program grants and assigned related responsibilities.  
  • Ability to utilize financial and data analysis software.  

 

Minimum Qualifications:

  • A minimum of one year of experience developing, analyzing, and compiling financial data.
  • A minimum of one year of experience editing professional documents, including reports, grant proposals, applications, manuals, and informational pamphlets.
  • Experience using Microsoft Office Suite (Excel, Word, Outlook) with the ability to learn and navigate division enterprise business systems.
