Position Overview and Responsibilities:
This OPS Business Process Analyst position is in the Florida Planning, Accounting, and Ledger Management (PALM) Unit of the Bureau of Finance and Accounting, under the Division of Administrative Services. Primary responsibilities include:
- Analyzing, documenting, communicating, facilitating, and integrating DEP’s applications, processes, and procedures with PALM. PALM is replacing the State of Florida’s current accounting system Florida Accountng Information Resource (FLAIR) with an integrated, enterprise financial management solution that will allow the State to organize, define, and standardize its financial management processes. - Gather, analyze, document, and validate business processes and report updates.
- Assist with translating business processes and functional specifications into procedures.
- Assist in the creation and maintenance of test cases, scripts, and user acceptance testing activities to ensure system functionality and compliance with business requirements.
- Meet with decision makers, systems owners, and end users to define business, financial, and operations requirements.
- Assist in the recommendations or alternatives for improving processes across the organization.
- Communicate process changes, enhancements, and modifications – verbally or through written documentation.
- Liaison with various business, and IT groups in the organization to document and facilitate implementation of new or improved business processes.
Required Knowledge, Skills, and Abilities:
Knowledge of principles and techniques of effective verbal and written communication; administrative principles and practices; methods of data collection; and basic management principles and practices. Ability to: Review and monitor policies and procedures for compliance with applicable requirements; Conduct fact finding research; develop and organize data into logical format for presentation in reports, proposals, and other written documents; utilize problem solving techniques; work independently; plan, organize and coordinate work assignments; establish and maintain effective working relationships with others.
Minimum Qualifications:
- At least three (3) years of verifiable related experience in Administrative related work field. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees.
- Valid Driver License.
Preferred Qualifications:
- Experience with business requirements and process analysis.
- Experience gathering, analyzing, and documenting business processes.
- Strong data analysis skills with the ability to interpret complex data sets.
- Ability to work independently as well as collaboratively with cross-functional teams.
- Ability to determine work priorities and ensure timely completion of work assignments.
- Experience in organizational change management, that includes documentation of change management planning, communicating change to stakeholders, providing support during the transition, and monitoring the progress of the change implementation.
- Experience with financial analysis, a working knowledge of accounting processes, procedures, and internal controls.
- Experience documenting test scenarios, cases and scripts, as well as monitoring, communicating, and reporting testing activities.
- Experience with facilitation techniques to elicit business requirements and drive customer communications.
- Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications.
- Proficiency in Microsoft Outlook, Word, and Excel, including advanced functions.
- Experience with standard principles of accounting.
- Experience with the PALM project or a PeopleSoft financials implementation.
- Experience using the FLAIR system.
Position of Special Trust Requirement:
This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.
Pay:
This position is hiring at $25.00 per hour.
Max. number of hours worked per week up to 40 hours.
The tentative end date on December 31, 2026.
