Position Summary

This position spends the majority of their time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.

 

The Work You Will Do 

This position serves as an administrator that is responsible for the programmatic aspects of the Consumer Directed Care Plus (CDC+) Program which directly serves APD clients and supports them in the self-direction of their services. Serves as the Program team leader responsible for identifying and developing solutions to programmatic issues within the CDC+ Program.

 

Reviews and develops policies, procedures, and guidelines to be implemented and evaluates impact on CDC+ program and/or other areas within the Agency. Provides technical assistance and policy interpretation to APD state and regional office staff regarding the CDC+ Program.

 

Develops, plans and implements activities including but not limited to consumer/representative; enrollment/disenrollment, purchasing plan, training, technical assistance, and outreach. Monitors purchasing plan updates, health and safety issues, background screening activities, and alerts appropriate staff and management as needed for corrective action.

 

Work with State and federal reporting entities and represents the Agency in departmental workgroups as it relates to CDC+ as needed. Participates in administrative, planning, budgeting activities for the Program.

 

Coordinates and makes CDC+ programmatic data requests to management. Identifies areas of system enhancements and develops program functional requirements for APDIT to code, perform user acceptance testing as appropriate, completing necessary materials to support enhancement/changes.

 

Assists with oversight and direction in the establishment and implementation of the quality assurance functions for the CDC+ Program. Ensure that the Federal 1915j assurances are responded to and met. Assists with the issuances of the annual Participant Satisfaction Survey, Program Self-Assessment and any resulting Plan of Actions to satisfy the 80% federal assurance measure.

 

Assists with CDC+ Program audit requests and prepares responses as required. Responsible for providing research and developing responses on the associated agency correspondence as it pertains to the CDC+ Program.

 

Performs other duties as necessary.

 

Minimum Qualifications

 

  • Bachelor’s degree OR 4 years of experience in health and human services or education.

 

  • Three or more years’ experience supervising two or more staff.

  • Methods of compiling, organizing, and analyzing data for the purpose of monitoring and evaluating staff.

 

  • The structure and content of the English language, including meaning and spelling of words, rules of composition, and grammar.

As a condition of employment, a person appointed to a position in the State Personnel System is required to participate in the Direct Deposit Program.  Rather than receiving a paper paycheck, your funds will be deposited directly into your account at your financial institution. This will be accomplished by Electronic Funds Transfer. Banks, savings and loan associations, and credit unions are eligible to accept such deposits. Retirement funds are also required to be in the Direct Deposit Program.

Background Screening Requirement

It is the policy of the Florida Agency for Persons with Disabilities that applicants for employment undergo Level 2 employment screening in accordance with the requirements of Chapter 435, Florida Statutes, as a condition of employment or being permitted to serve as a volunteer.
