The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters. These range from floods and hurricanes to incidents involving hazardous materials or nuclear power. FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.
FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hour a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This position serves as the Comprehensive Emergency Management Plan (CEMP) Program Manager, housed within the Bureau of Response’s Operational Planning Unit. The incumbent will be responsible for managing the CEMP Program, proving guidance to stakeholders, ensuring compliance of counties with Florida Administrative Code, Rule 27-P and updating the State of Florida CEMP.
The duties include, but are not limited to:
- Serve as the primary liaison between FDEM and external stakeholders on CEMP matters, fostering partnerships that will build the states operational planning capabilities.
- Manage State CEMP revision cycles by collecting stakeholder input, incorporating lessons learned, and ensuring plans remain current with evolving threats, organizational changes, and regulatory requirements.
- Conduct the rulemaking process for the State CEMP in accordance with Rule 27P-2, Florida Administrative Code.
- Develop, coordinate, and manage the review of County CEMPs in accordance with Rule 27P-6, Florida Administrative Code, maintain progress reports and County CEMP guidance materials.
- Participate and maintain CEMP Coordinating Group with stakeholders from the SERT, Bureaus of Recovery and Mitigation, and the Regional Field Team to ensure consistency in compliance and development across partners.
- Assist in the development of operational planning and preparedness project initiatives and maintain any related reports as required.
- Monitor, research, and analyze proposed legislation affecting CEMP program, preparing impact assessments and recommendations as needed.
- Support the Planning Section during an activation of the State Emergency Operations Center.
- Perform other duties as assigned.
In response to emergency events, FDEM employees may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including weekends and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee’s position description. Employees must be able to deploy to emergency sites with limited advance notice.
Knowledge, Skills, and Abilities:
- Knowledge of state, local, and federal responsibilities during disasters and the roles of the State Emergency Operations Center.
- Comprehensive knowledge of emergency management planning principles.
- Strong written and verbal communication skills with the ability to present complex information clearly to diverse audiences.
- Demonstrated ability to implement emergency management procedures and operational protocols.
- Proven project management experience with the ability to manage multiple priorities and deliver quality work products.
- Skilled in conducting technical reviews and providing constructive feedback on planning documents.
- Knowledge of technical writing and review, government documentation standards, formatting requirements, and style guides.
- Ability to synthesize information from multiple sources and stakeholders into coherent planning products.
- Attention to detail for document review, editing, and quality control.
- Proficiency in using documentation tools and software (e.g., Microsoft Office Suite, Adobe Suite, etc.).
- Ability to facilitate and participate in conferences, workshops, and professional meetings on continuity planning and related emergency management topics.
Minimum Qualifications:
- A minimum of four years’ experience in Emergency Management, Public Administration, Business Administration, Technical/Creative Writing, or a related field. A post-secondary education in Emergency Management, Public Administration, Business Administration, Technical/Creative Writing, or a related field may substitute for experience on a year-for-year basis.
- Valid driver’s license.
- Experience using Microsoft Office Suite (Excel, Word, Outlook) with the ability to learn and navigate division enterprise business systems.
