POSITION DESCRIPTION: Directs, plans, and supervises the operations and maintenance of Central Office facilities and grounds. This includes strategic planning, budgeting and contracting as necessary to properly maintain and operate building facilities. Implement preventive maintenance for critical building components such as roofing, plumbing, heating, ventilation, and air-conditioning (HVAC), elevators, generators, uninterrupted power supply system (UPS) and other mechanical and electrical building components. Maintains a safe, comfortable and healthy environment. Ascertain compliance to all regulatory requirements by local authorities and Occupational Safety and Health Administration (OSHA) and American Disability Act (ADA) as they apply to building facilities. Ensures air quality is at industry standards. Establishes routine in-house inspection system. Enforces workplace safety standards. Identifies and implements cost saving measures on energy consumption. Manages annual reporting requirements for Facilities Accountability Communication Tool (FACT) report, State Owned Lands and Records Information System/ Facility Inventory Tracking System (SOLARIS/FITS), Facilities Information Reporting and Management System (FIRM), and other reports required by the State for leasing. Conducts facility assessments and identifies unmet and future needs. Provides input into the Departments 5-year Capital Improvements Plan. Manges department programs such as recycling and energy conservation. Supervises employees in by communication, motivating, training, evaluating, planning, and directing their work. Establishes and communicates SMART goals and clear expectations. Ensures availability of staff at all times to attend to critical functions. Manages allocated budget and resources.
Manages the Department’s Real Property Leasing Program in accordance with Division of Management Services (DMS) requirements and Section 255-25 F.S. and complies annual reports to DMS as required by Statute. Manages master lease projects and statewide maintenance issues. Develops and coordinates Central Office relocation activities to occupy space. Processes lease documents for office leases statewide. Negotiates with landlords and tenant brokers.
Manages Fixed Capital Outlay (FCO) programs that includes budget issue preparation, contract document development, project management, contractor oversight, budget management, and invoice payments.
Manages employees in the Central Office mail center and motor pool operations. Oversees postal operations for centralized mail centers statewide to ensure postal operations are managed in a cost-effective manner. Ensures postal operations are coordinated as required for (120) locations statewide. Ensures proper coordination with state term contractor and United States Postal Service (USPS). Manages motor pool operations for central office vehicles. Maintains and updates reporting data in Fleet Management System. Ensures the availability of systems and equipment as necessary to ensure effective operations.
Manages safety, security and access control activities for Central Office facilities. Includes but is not limited to security system operation and administration, receptionist desk operations, access control of employees, visitors and parcels, security badge administration, visitor assistance, switchboard operations, emergency response/evaluation activities, and other activities as required to manage facilities in a safe, secure, and responsible manner.
Manages contracts related to facility maintenance and services. Writes effective scopes of service, negotiates with vendors and monitors vendor’s performance. Addressed non-compliance in a timely manner. Ensures compliance with procurement and financial rules and regulations.
KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of budget development and management process. Knowledge of contract development and management. Skilled at supervising employees. Ability to develop a variety of reports. Ability to work well with others. Skills in using computer equipment and software. Knowledge of My Florida Marketplace (MFMP) , Contract Funds Management System (CFM), Florida Accounting Contract Tracking System (FACTS), SOLARIS/FITS, and FIRM. Knowledge of DMS construction and Real Property management requirements. Ability to manage internal and external customers. Ability to utilize effective time management skills. Ability to process information and make decisions. Ability to manage facility, mail center, and motor pool operations. Ability to communicate effectively, both orally and in writing. Ability to manage office safety and security operations.
