The Florida Gaming Control Commission seeks a dynamic information technology leader to join our unique agency as its Chief Information Officer. This key position allows the successful candidate to champion the Commission’s information technology initiatives, driving innovation and efficiency while ensuring that technology solutions effectively support the Commission’s mission and enhance the delivery of services to Floridians.

 

Overview:

The Florida Gaming Control Commission (“Commission”) is a five-member commission comprised of 198 full-time employees. Our mission is to preserve and protect the integrity of gaming activities through fair regulation, licensing, effective criminal investigation, and enforcement.

 

The Commission regulates legal gambling in the state, including licensed pari-mutuel wagering facilities, cardrooms, and slot machine gaming facilities. In addition, the Commission investigates criminal gambling activity through the Division of Gaming Enforcement and enforces the state’s criminal gambling laws.

 

The Division of Gaming Enforcement is a criminal justice agency comprised of sworn law enforcement officers and criminal intelligence analysts handling complex cases involving RICO, money laundering, and illegal gambling throughout the state.

Position Responsibilities:

This position serves as the Chief Information Officer (CIO) for the Florida Gaming Control Commission. It heads up the Information Technology section and ensures that the Commission’s strategy and goals are achieved in Division Support, Strategy, IT Leadership, Team Development, and IT Operations. The CIO will excel at communicating with, motivating, training, and evaluating employees and planning and directing their work.

 

Strategy:

  • As a management team member, make a key contribution to formulating the business and digital strategies.
  • Proactively advise the senior management team on the emerging technologies and digital trends most relevant to the Commission’s goals and evolving needs.
  • Meet with Division Directors and staff to discuss IT requests and work with the Division to decide on the best options. Engage all stakeholders to promote transparency and effective communication regarding IT initiatives, plans, and services.
  • Meet with Division Directors and their teams to plan for future IT projects and then to create or update an IT Strategic Plan. 
  • Help determine capital investment parameters, priorities, and risks for enterprise-wide IT initiatives to maximize the return on investment.
  • Proactively plan for the annual legislative cycle, including legislative bill review, providing recommended changes to Florida Statutes, tracking funding gaps and issues, and creating legislative budget requests for obtaining new funding for agency IT initiatives.

 

IT Leadership:

  • Develop an IT vision based on the direction provided by leadership, create a strategy and a roadmap, and lead the IT team and its business partners in effective execution.
  • Ensure, on an ongoing basis, that current and planned technical architecture, investments, and solutions align with the agency's business objectives.
  • Manages and monitors IT operational budgets, discussing any budget issues with the Director of Administration.
  • Build strong relationships with Commission Divisions and develop a detailed understanding of their issues, challenges, and opportunities.
  • Ensure transparency and collaboration between the IT organization and its business partners.

 

Team Development:

  • Hire, develop, evaluate, reward, and retain a highly qualified team of IT professionals.
  • Foster a culture of innovation, transparency, and accountability in IT.
  • Promote a "what’s best for the agency" mentality at all levels of the IT organization.
  • Ensure that the IT staff has strong systems analysis and project management skills, communication skills, and the ability to execute business-critical projects.
  • Develop and maintain a plan for succession and continuity in the most critical IT management positions.

 

IT Operations:

  • Protects the Commission’s data and IT systems from cyber threats.  Implements cybersecurity measures and a robust response plan.
  • Direct the design, planning, implementation, and maintenance of the computing infrastructure supporting operations and business applications.
  • Establish metrics for managing Information Technology Service Management (ITSM) effectiveness and measuring IT's impact on the business through implementing a single agency-wide IT Service Desk.
  • Establish appropriate service levels and processes to meet Key Performance Indicators (KPIs).
  • Maintain oversight of all IT projects, ensuring that commitments are properly planned, staffed, monitored, and reported.
  • May serve as the contract manager/supervisor and monitor compliance with the mandatory requirements in Section 287.422, F.S.
  • Reviews all Commission IT purchases.
  • Monitor and manage the enterprise information security program to ensure data integrity, confidentiality, and availability.
  • Establish and enforce IT policies, processes, portfolio management, development standards and methodologies.

 

Required Knowledge, Skills, Experience, and Abilities:

 

  • Proven experience in managing large-scale IT projects and budgets.
  • Knowledge of cybersecurity principles, practices including Federal and State of Florida requirements.
  • Knowledge of principles and processes involved in business and organizational planning, coordination and execution to include strategic planning, resource allocation, manpower modeling, leadership techniques and production.

  • Knowledge of the business, strategic planning, legislative and financial acumen, accountability, risk management, listening, and core knowledge of IT technologies and trends.
  • Knowledge of and ability to apply applicable Florida Statutes, rules, policies, and procedures.
  • Knowledge of the structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar.
  • Proficient skills including collaboration, negotiation, team building, organizational development, vendor management, business transformation, commission presence, presentation skills, change management, and relationship  building.
  • Skill in problem-solving and issue resolution.
  • Ability to communicate effectively with others verbally and in writing.
  • Ability to communicate information technology issues effectively with non-technical users; and
  • Ability to manage large-scale technology projects.

 

Minimum Qualifications:

  • Ten (10) years experience working in IT roles.
  • Minimum of five (5) years experience in an IT leadership role.
  • Experience in government technology systems.

     

 

Preferred Qualifications:

  • A bachelor’s degree from an accredited college or university in IT, Computer Science, or other relevant field.
  • Experience working in an IT leadership role within a law enforcement agency, resulting in a smooth customer experience for law enforcement personnel.
  • Project Management Professional Certification.
