Your Specific Responsibilities:
This position serves as the Bureau Chief of Community Planning and Growth and is responsible for assisting the Division of Community Development in the implementation and administration of the state’s growth management programs, Competitive Florida program and Special District Program. The position includes overseeing the implementation and administration of the requirements of Chapters 163 and 380, F.S., on a statewide basis, management of aspects of the Office of Comprehensive Planning and supervision of Community Program Managers. The position involves exercising independent judgment and requires the highest level of professional planning and management capability.
Specific Duties:
Oversees review of local government comprehensive plans and plan amendments, evaluation and appraisal reports and other documents submitted to the Department under Chapter 163, F.S., and implementing rules. Provides recommendations to the Program Management Director and makes decision as authorized.
Oversees review of applications of development approval, notices of proposed change, development orders, binding letters, agreements, and other documents submitted to the Department under Chapter 380, F.S., and implementing rules. Provides recommendations to the Program Management Director and makes decisions as authorized.
Oversees the provision of technical assistance to local governments and communities. Frequent travel is necessary.
Represents the Department at local public hearings and meetings, local and state committees, with various interest groups, and provides legal testimony.
Assists the Program Management Director in the coordination of the Division’s programs. Serves to coordinate the activities of the office with other Division and units within the Department.
Oversees the Special District Program.
Responsible for oversight of personnel within the office including direct supervision of Community Program Managers.
Other duties as assigned by the Program Management Director.
Required Knowledge, Skills, and Abilities:
- An advanced knowledge of urban and regional planning concepts.
- Demonstrated skill in growth management.
- Demonstrated skill in applying Chapters 163 and 380 and implementing rules.
- Ability to independently address all issues and procedures involved with the statues and rules.
- Knowledge of the land development process and familiarity with permitting programs.
- Skills in both written and verbal communication.
- Demonstrated interpersonal skills and ability to negotiate effectively.
- Ability to perform word processing on a personal computer.
- Ability to apply policy and technical planning methodologies, such as population projection techniques and policy evaluation analyses.
- Ability for critical thinking to solve complex planning problems.
- Ability to independently exercise sound judgment.
- Ability to independently direct staff on complex projects involving a team of planners.
- Ability to coordinate effectively on projects requiring intergovernmental teams.
- Ability to handle multiple projects and manage time efficiently.
- Ability to independently provide technical assistance to local governments on complex or contentious growth management problems.
- Ability to travel and represent the Department on committees and provide effective presentations to elected officials and staff.
- Knowledge of organizational and management principles and ability to oversee the operation of a complex organization,
- Knowledge of personnel rules, including requirements related to recruiting, interviewing, hiring, evaluations, and disciplinary actions.
- Ability to develop and implement training procedures and promote career development.
- Ability to organize and establish strategies for organizational development.
- Ability to prepare budget estimates and forecast staffing needs.
- Knowledge of legislative and rulemaking processes.
- Knowledge of intradepartmental programs and interagency statutory relationships.
- Ability to effectively coordinate intergovernmental programs.
PAY: $94,000 - $100,000 Annually
