The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:
Procurement Management
- Oversees and manages the purchasing of goods and services for the department, ensuring compliance with state and federal laws.
- Manages the competitive and non-competitive procurement processes.
- Oversees and provides guidance on updates to My Florida Marketplace in accordance with the guidelines and system design provided by DMS.
- Continuously monitors procurement activities and implements improvements as necessary.
- Provides guidance and training to department staff on procurement procedures.
Contract Management
- Oversees and manages the routing, execution and management of department contracts and other agreements, ensuring compliance with state and federal laws.
- Participates in contract audits and audit resolutions as necessary.

- Provides guidance and training to department staff on contracting procedures.
Grants Management
- Oversees and manages all aspects of grant implementation, including tracking fund balances.
- Oversees and manages the development of requests for application (RFA) and proposals (RFP), ensuring compliance with state and federal laws.
- Monitors the automated tracking of project awards and contracts through the Department’s approval process.
- Continuously evaluates program accountability measures for state and federal grant programs and implements improvements as necessary to ensure appropriate and compliant procedures and processes are in place.
- Coordinates follow-up to and resolution of findings from the other entities, such as the Auditor General and the U.S. Department of Education.
- Provides guidance and training to department staff and grant recipients on grant management and application procedures.
Supervisory Duties
- Communicates with, motivates, provides or coordinates training, and directs the work of his/her subordinates.
- Completes timely performance appraisals, develops timely and accurate work plans.
- Timely approves monthly attendance and leave for each position under his/her direct report. Timesheets will be completed in the People First System by the 5th business day of the following month. Monitors and reviews personnel activity reports (PARs) to ensure staff reporting time worked aligns with assigned job duties.
- Prepares and reviews hiring recommendations and disciplinary recommendations as needed.
Compliance and Accountability
- As directed, serves on coordination and policy committee, acting as a resource for the support and analysis of activities of the Department of Education.
- As directed, formulates and coordinates teams, study groups and task forces to plan, develop, implement, monitor and evaluate various initiatives, projects, and special assignments.
- Recommends and implements division policies and procedures related to the function of the bureau.
- Ensures the coordination of bureau activities with other offices such as the Budget office, the Comptroller office, and program offices.
- Develops and maintains an effective budget process, appropriately involving program managers, to facilitate allocation of state and federal grant funds aligned with the Department’s goals and strategic imperatives.
- Performs other duties as assigned.

Required Licensure/Registration/Certification/Experience or Education:
- Two or more years of purchasing experience
- Two or more years of contract management experience
- Two or more years of grant management experience
- Ability to communicate effectively including verbal and written communication
- Experience in creating and conducting training courses
- Working knowledge of Microsoft Excel, Outlook and Word
PREFERRED QUALIFICATIONS:
Preferences will be given to:
- Applicants with proficiency using MFMP and Vendor Information Portal
- Applicants with experience using extensive sourcing best practices
- Applicants with extensive experience in data collection, compilation, and analysis

LEAVE INFORMATION:
- Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
