Position Overview and Responsibilities:

Spends majority of their time communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Oversee professional staff design, contracting and construction administration required to manage and protect Florida's natural and cultural resources.

Determines scope of projects, establishes priorities for preparation of detailed drawings and written specifications needed to apply for required environmental and building permits, receives competitive bids and awards contracts and oversees the construction of funded projects.

Oversee coordination with the Department of State, Division of Historical Resources for facility location, reconstruction and repair, renovation, or rehabilitation of historical structures.

Directs the preparation of detailed drawings and written specifications to establish standard facility designs for reuse as needed statewide to reduce construction costs, provide low maintenance facilities and speed up delivery services.

Oversees coordination with local governments to satisfy zoning and health requirements; Water Management Districts, Department of Management Services, State Fire Marshal’s Office and Environmental Protection Division of State Lands, Water Facilities, and Environmental Resources Permitting: U.S. Army Corps of Engineers; and U.S.  Coast Guard to obtain permits for construction.

Oversee formulation of policies and standards for design and construction to ensure timely completion and control quality of finished projects.

Assures compliance with accessibility requirements, LBP and asbestos removal and appropriate building codes and including FBC and FFPC.

Directs preparation of standard construction costs used in preparation of the Division's Legislative Fixed Capital Outlay Budget Request.

Oversees direction of financial management activities for funded Fixed Capital Outlay and park expense projects assigned to the bureau for implementation.

Performs other duties as assigned.

 

 

 

Required Knowledge, Skills, and Abilities:

Knowledge of:

  • professional design, contracting, and construction processes, terms, functions and products
  • environmental, zoning, and permitting requirements for construction

 

Ability to:

  • schedule and monitor numerous design and construction program projects for timely and successful conclusion
  • coordinate projects with various cooperating and affected parties
  • understand and apply laws, rules, regulations and procedures
  • plan, organize and direct program activities
  • supervise professional designers, contractors, and related personnel effectively
  • understand design drawings and specifications
  • communicate effectively, verbally and in writing
  • maintain a valid driver’s license
  • travel

 

 

Minimum Qualifications:

  • Valid Driver’s License
  • Active Florida Architect, Professional Engineer’s License or General Contractor’s License

 

 

Position of Special Trust Requirement:

This position is designated as a Position of Special Trust in accordance with DEP Directive 422, Positions of Special Trust or Responsibility. Successful completion of background screening will be required for this position.

 

 

Pay:

$87,975.00 -$99,500.00 Annually
