JOB DESCRIPTION:

The Bureau Chief has the responsibility to provide direction in planning and goal setting in relation to the mission of the Department of Education and Educator Quality.  This position has full administrative responsibility for:  educator recruitment & retention initiatives; performance appraisal of school district instructional personnel and school administrators; program approval for educator preparation programs at both public and private post-secondary institutions; professional development of both administrative and instructional staff, including state requirements for School Community Professional Development Act, Master Inservice Plans, other statewide training/professional development initiatives, educator recognition programs, oversee the Dale Hickam Excellent Teaching Program and the Title II-A Teacher and Principal Training and Recruiting Federal Funds Program.

 

DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

 

  • Establishes a budget that reflects the goals of the bureau in order to meet the needs of the educational community.
  • Provides direction to the agency and the legislature in defining policy in the areas of professional development, educator recruitment, educator preparation, performance appraisal of instructional personnel and school administrators, and statewide recognition programs for educators and school-related employees.
  • Provides statewide leadership in restructuring staff development for the creation of a coordinated, research-based system for professional development of educators.
  • Administers all personnel, fiscal, and programmatic responsibilities in the performance of assigned duties and responsibilities to include the development and management of budgets; hiring; assignment of duties; supervision and evaluation of staff; and organization, execution of programs and services assigned to the office.
  • Provides leadership to identify, develop and disseminate materials and services to assist Florida school districts in the immediate and long-range recruitment, retention and recognition of high performing educators.
  • Provides statewide leadership for the development of criteria and guidelines for the review and approval of district performance appraisal and professional development systems for instructional personnel and school administrators.
  • Provides statewide leadership for the development of policies, guidelines and procedures for the review of Educational Leadership Programs and district Human Resource Management Development Plans.
  • Provides leadership to regional and district entities responsible for professional development, including Florida Association of District School Superintendents, Florida Association of Staff Development, and school district personnel.
  • Provides leadership for the continued expansion of www.teachinflorida.com, online recruitment system and educator portal.
  • Provides direction and assistance to both public and private post-secondary institutions in the area of teacher preparation and educational leadership.
  • Maintains information on trends, issues and leaders in professional development, performance appraisal, teacher preparation, teacher recruitment & retention, and educational leadership.
  • Collaborates in planning with other Department units to improve the effectiveness and efficiency of Department assistance to school districts as it relates to professional development, performance appraisal, teacher recruitment, and teacher and leader preparation, including implementation of grant programs.
  • Represents Florida and/or the Department of Education at meetings and with organizations involved in improvement of the quality of teaching professionals, at State and National levels.
  • Evaluates the administration of the services provided to districts, schools, private and public post-secondary institutions.
  • Evaluates staffing and organizational patterns within the Bureau to determine most efficient use of Bureau resources.
  • Provides leadership direction for planning and implementation of Title II-A.
  • Performs other duties as assigned.

MINIMUM QUALIFICATIONS

Required Licensure/Registration/Certification/Experience or Education:

 

  • Applicants with experience in education administration, policy development, educator preparation, or professional development.
  • Minimum of three (3) years of supervisory experience managing staff and programs.
  • Experience in developing and managing budgets at the organizational or agency level.
  • Knowledge of state and federal education policies, including Title II-A and educator professional learning systems.
  • Experience with educator recruitment, retention, certification, and performance appraisal systems.
  • Ability to collaborate effectively with school districts, postsecondary institutions, and educational organizations at state and national levels.
  • Ability to communicate effectively, including strong verbal and written communication skills.
  • Ability to travel up to 20% annually for statewide and national meetings.
  • A master’s degree in educational leadership and/or a doctorate degree in an education field.
  • At least three years’ experience as a classroom teacher.
  • Experience leading and managing teams.

Preferences will be given to:

 

  • Applicants with a doctorate degree in an education field.
  • Applicants who meet both the professional and educational experience.
  • Applicants who have direct experience in/with educational administration and school building leadership.

LEAVE INFORMATION:

    • Annual Leave - Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
