SPECIAL NOTES:

Requirements:

  • Seven (7) years of professional accounting experience. A postsecondary degree may be used as an alternative for years of professional accounting experience on a year-for-year basis.
  • Four (4) years of supervisory experience. 

 

Preferences: 

  • Experience implementing new processes and/or systems
  • State of Florida Accounting experience
  • Revenue Management experience
  • Disbursements Management experience
  • Financial Reporting experience
  • Cash Management experience
  • Financials, Payroll, DW/BI Florida PALM exposure and active involvement

The salary range for this position is $51,483.48 - $133,908.72.


Employees of the Department of Financial Services are paid on a monthly pay cycle.

MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of general accepted accounting principles (GAAP) and Governmental Accounting Standards Board (GASB).
  • Knowledge of accounting and financial planning principles, practices, and procedures.
  • Knowledge of the methods of data collection, data reporting and data maintenance.
  • Knowledge of the legislative appropriations process, state budget laws and policies, basic budget principles, budget categories and funds, FLAIR, Florida PALM and other auxiliary reporting systems.
  • Provide technical assistance and training to staff on FLAIR and Florida PALM transactions, and interpretation of various CFO, FLAIR, Florida PALM reports.
  • Ability to communicate with, motivate, direct, organize, and prioritize the workload of assigned professional staff.
  • Ability to oversee, direct, coordinate all aspects of the state accounting processes to include paying invoices for commodities and services, tracking expenditures and revenues, preparing and maintaining various accounting records, and ensuring accounting and reconciliation functions ensure compliance with Florida Statutes.
  • Ability to design and implement accounting systems to collect, evaluate and analyze data from those systems and develop impact statements and required reports.
  • Ability to prepare analyses/reports that offer recommendations to effect approved budgetary/financial or operational changes necessary to accommodate management needs.
  • Exhibit effective critical-thinking and problem-solving skills.  
  • Exceptional verbal, written and interpersonal skills including the ability to effectively communicate with the CFO, Chief of Staff, Deputy CFOs and Division Directors.
  • Ability to maintain confidentiality.
  • Proficient in Microsoft office software with advanced Excel skills.

 

BRIEF DESCRIPTION OF DUTIES:
Serves as Chief in planning, directing and providing supervision and leadership of all functions for the Bureau of Financial Support Services including oversight of Financial Management (Reconciliation and Reporting), Disbursements, Revenue and Receipts in the Department of Financial Services (DFS).
