About the Commission
The Florida Commission on Human Relations is the state agency charged with enforcing the state’s civil rights laws and serves as a resource on human relations for the people of Florida. It is against Florida law to discriminate on the bases of race, color, religion, sex, national origin, age, disability, marital status or familial status. The Commission investigates complaints of discrimination in the areas of employment, housing, public accommodations, and state employee whistle-blower retaliation.
The Commission is responsible for promoting fair treatment, equal opportunity, and mutual respect among members of all economic, social, racial, religious and ethnic groups and works to eliminate discrimination against groups and their members.
Position Synopsis
This position is a member of the Commission’s Executive Team, reporting to the Executive Director. It is responsible for the overall management of the Commission’s enforcement sections, including Customer Service, Intake, and Investigations Units.
Duties:
- Leads and manages the enforcement teams, ensuring thorough and accurate investigations of civil rights violations are being conducted.
- Develops and implements investigative procedures in compliance with applicable statutes and policies.
- Performs and supervises the complaint intake process, including evaluating jurisdiction and recommending appropriate disposition.
- Performs and supervises investigations into complaints of discrimination and retaliation. Reviews investigative evidence and drafts investigative reports and recommendations.
- Performs quality assurance and compliance reviews on intake assessments and investigated cases.
- Plans work to be accomplished by subordinates, including providing instructions, training, and evaluations. Sets and adjusts staff priorities and oversees and develops investigative staff.
- Monitors case assignments to ensure investigations are conducted in a timely manner and comply with established quality control standards.
- Engages in activities that promote teamwork and trust within the areas of direct supervision and as part of the agency.
- Prepares monthly, quarterly, and annual reports on all priority metrics. Prepares comprehensive management reports on the status of investigations and unit activities.
- Serves as an advisor to the Executive Director on all aspects and activities of the enforcement programs. Identifies and communicates trends and root causes of any performance issues and proactively develops effective recommendations to address them.
- Monitors progress under federal grants to ensure all requirements are being met. Ensures programs comply with federal and state laws and guidelines.
- Develops and prepares necessary written correspondence, reports, personnel, and budgetary recommendations.
- Establishes and maintains working relationships with other public and private entities.
- Directs and contributes to the development of training materials covering various topics, including intake, customer service, investigative processes, and records management. Coordinates and conducts staff training on investigative practices and procedures.
- Ensures the quality, accuracy, and timeliness of case-related file notes, data, and documents entered into the agency’s case management system, as well as federal case management systems.
- Conducts and assists with agency outreach and educational efforts.

Required knowledge, skills, and abilities:
- Thorough knowledge of state and federal civil rights laws.
- Ability to understand, interpret, and apply laws, rules, regulations, policies, and procedures.
- Expertise in directing, implementing, and evaluating investigative and enforcement programs.
- Knowledge of investigation standards and principles.
- Knowledge of the methods of compiling and analyzing data and comprehensive reports.
- Knowledge of basic mathematics.
- Knowledge of Microsoft Office applications (i.e. Word, Excel, PowerPoint, Outlook, etc.)
- Ability to supervise and perform investigations, inquiry management review, complaint intake, and internal audits.
- Ability to properly handle and communicate sensitive and confidential information.
- Ability to supervise people and manage resources to achieve maximum efficiency.
- Ability to analyze situations and people accurately and adopt an effective course of action.
- Ability to communicate effectively.
- Ability to establish and maintain effective working relationships with others.
- Ability to effectively utilize problem-solving techniques.
- Ability to determine work priorities, assign work, and ensure proper completion of work assignments.
Required Qualifications:
- Minimum of six years of supervisory experience, including at least two years overseeing investigations, equal opportunity, or other civil rights work; or
- A bachelor’s degree and two years of supervisory experience as described above.
Preference Given To:
- Prior supervisory experience with a state civil rights agency.
- Extensive knowledge and understanding of issues, trends, and practices of civil rights, leadership, and management of civil rights programs.
- At least six years of professional investigative or civil rights work experience.
- Applicants with a bachelor’s degree in a field directly related to the responsibilities of the position from an accredited college or university, such as Law, Criminal Justice, Political Science, Sociology, Public Administration, Business Administration, Social Work, or related disciplines like Human Rights and Psychology.

Therefore, the selected candidate must successfully pass a level-two background screening (which includes fingerprinting) as a condition of employment.
