This is a highly responsible managerial position assisting the Inspector General in directing and supervising the Investigations Section in accordance with § 20.055, Florida Statutes (F.S.).

Duties include management of the daily operations of the investigative unit.  Specifically, this person:

  • Directs, coordinates, and reviews the activities of investigators assigned of the most highly controversial, complex, or sensitive investigations typically involving high level management and employees.  This includes investigations involving fraud, waste, abuse of position, and whistle-blower cases.
  • Initiates, directs, and coordinates investigations designed to deter, detect, and prevent waste, fraud, and abuse.
  • Provides recommended solutions to weaknesses observed in accountability or integrity.
  • Evaluates management compliance with recommended solutions.

 

Develops, implements, and maintains quality standards for investigations conducted by the Inspector General using the Principles and Standards for Offices of Inspector General (Green Book) as a guide.  Works in conjunction with the Office of the Chief Inspector General to oversee the implementation of a certification program for the investigative function through the Commission for Florida Law Enforcement Accreditation, Inc. and other accreditation organizations.

Provides investigative staff with assistance and coordination with appropriate state and federal law enforcement agencies on joint investigations of Department business.  When necessary, also coordinates activities with other State of Florida Offices of Inspector General.

Performs the duties and responsibilities of the Inspector General at his/her direction, with all delegated rights and authority.

Completes associated administrative duties and functions, such as:

  • Develops and initiates basic directives and procedures for administrative and operational activities that result in efficient and effective investigations.
  • Maintains uniform files and records of investigations.
  • Establishes and provides ongoing monitoring of investigation efforts to determine the effectiveness of programs and to enhance existing programs.

In accordance with Section 215.422(8), F.S., this position complies with and monitors compliance of the mandatory requirements in Section 215.422, F.S., and Chapter 3A-24, Florida Administrative Code.

BACKGROUND SCREENING REQUIREMENT:  It is the policy of the Department any candidate being considered for employment must successfully complete a State and National criminal history check as a condition of employment before beginning employment, and be screened in accordance with the requirements of Chapter 435, F.S., and, if applicable, Chapter 408, F.S.  No candidate may begin employment until the background investigation results are received, reviewed for any disqualifying offenses, and approved by the agency.  Background investigations shall include, but not be limited to, fingerprinting for state and federal criminal records checks through the Florida Department of Law Enforcement (FDLE) and Federal Bureau of Investigation (FBI) and may include local criminal history checks through local law enforcement agencies.  Also, employees are subject to background re-screening at least every five years.
