Position Overview and Responsibilities:

The incumbent in this position serves as the Bureau Chief of IT & Special Projects in State Purchasing Division. This role manages target savings and performances for Information Technology and Special Projects procurement category groups. This position develops and executes procurement strategies that are designed to maximize customer satisfaction and minimize cost for Information Technology and Special Projects categories.

 

Specific responsibilities include, but are not limited to, the following:

  • Ensure the efficient and effective execution of Bureau procurements including management of daily procurement functions, pre-solicitation planning, solicitation strategy development, successful solicitation launch and execution, and post-solicitation review.
  • Ensure Bureau compliance with departmental policies and requirements, as well as operations and contract management standards.
  • Supervise the development and implementation of consistent processes and controls within the Bureau; contribute to the effective execution of shared processes across the Division.
  • Seek out and implement procurement and contract management best practices and benchmarking. Establish relevant and measureable metrics by which unit performance will be gauged.
  • Ensure consistent and effective customer service provision and the quick and appropriate resolution of customer issues in order to maintain high levels of confidence in the Division of State Purchasing.
  • Special projects, as assigned.

 

Knowledge, Skills and Abilities:

  • Knowledge of program/project management.
  • Proficient in using Microsoft office products.
  • Ability to use standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • Ability to communicate effectively both orally and in writing.
  • Ability to manage complex projects and meet deadlines.
  • Ability to understand and apply applicable rules, regulations, policies and procedures.
  • Ability to work independently.
  • Ability to utilize problem-solving techniques.
  • Ability to establish and maintain effective working relationships with others.

Minimum Qualifications:

  • An undergraduate degree or comparable experience is required.
  • 5 years experience in procurement; public or private.
  • Management Experience.

 

Preferred Qualifications:

  • Experience managing a workplace with dynamic attributes and fluid priorities.
  • Experience with state procurement law and processes and the ability to apply this knowledge in support of procurement practice.
  • Experience establishing an environment of financial and service accountability.
  • Experience managing vendor relationships and holding vendors accountable.
  • Experience motivating individuals and teams to perform at a high level and to embrace change.
  • Experience providing employee and peer feedback designed to hold the organization accountable.
  • Florida Certified Contract Negotiator (FCCN), Project Management Professional (PMP), or Florida Certified Contract Manager (FCCM).
