DESCRIPTION:

This position serves as the Bureau Chief for the Bureau of Monitoring and Quality Improvement.

 

DUTIES AND RESPONSIBILITIES:

The duties of this position include, but are not limited to:

The Bureau Chief of Monitoring and Quality Improvement is responsible for all Department of Juvenile Justice Bureau of Monitoring Quality Improvement activities throughout the state. The overall quality and ultimate effectiveness of all juvenile justice programs and services are assessed by staff under the supervision of this position.

The Bureau Chief monitors and coordinates the design, implementation, and oversight of the statewide juvenile justice Monitoring and Quality Improvement process. Provides leadership in keeping the Monitoring and Quality Improvement process current and ready to address questions regarding the effectiveness and efficiency of all programs in the juvenile justice system.

The Bureau Chief reviews current policies, rules, and regulations to ensure best practices are in place.

The Bureau Chief Supervises approximately fifty-five staff members in the Bureau of Monitoring and Quality Improvement, who are strategically organized throughout three defined regions (North, Central, South).

The Bureau Chief is responsible for the hiring, orientation, training, supervision, and performance evaluation of the Bureau of Monitoring and Quality Improvement Regional Monitoring Supervisors and Deputy Regional Monitoring Supervisors. Serves on interview teams and serves as the second level approver for the performance evaluations of all Regional Monitors throughout the state.

The Bureau Chief ensures:

  • All providers and programs are timely and thoroughly reviewed by Regional Monitors, deficiencies are identified, an annual report is produced, and appropriate steps are taken to assist programs/providers when problems are identified.
  • The Annual Monitoring Compliance Schedule is followed, and all timeframes are met.
  • The Monitoring Prioritization Tool is completed and implemented, and frequencies are followed.
  • The Monitoring and Quality Improvement system is understood and supported by juvenile justice stakeholders.
  • All data relevant to the Monitoring and Quality Improvement process and necessary to evaluate the effectiveness of programs/providers is compiled, analyzed, and disseminated to the appropriate parties.

The Bureau Chief will review, verify, and make solid business recommendations on matters related to the budget for the Bureau of Monitoring and Quality Improvement, including, but not limited to spending plans, rate reports, budget allocation, and budgetary reduction exercises.

The Bureau Chief will assist in the preparation, coordination, data collection, and policy recommendation related to the Legislative Budget Request for the Office of Accountability and Program Support.

The Bureau Chief will serve as the department's back-up Policy and Form Coordinator, as it relates to being responsible for department policies, forms, and interagency agreements and memoranda of understanding and may be responsible for posting updates on the agency website, receiving, reviewing, editing, logging, and preparing department policies, interagency agreements, and memoranda of understanding.

The Bureau Chief will respond to requests for information from legislators, policy makers and the general public.

The Bureau Chief serves as the back-up to the Deputy Assistant Secretary for Accountability and Program Support and will be responsible for planning, oversight, and management for the following teams: Office of Fidelity, Accountability, and Support and the Agencies Safety and Loss Prevention Program in the absence of the Deputy Assistant Secretary for Accountability and Program Support. In addition, the Bureau Chief of Monitoring and Quality Improvement has the delegated operational authority and signature authority in the absence of the Deputy Assistant Secretary for Accountability and Program Support. In addition, represents the Deputy Assistant Secretary for Accountability and Program Support at various meetings, such as Operations, Monthly Spending Plans, etc. when requested.

The Bureau Chief may lead project teams and attend meetings on behalf of the Deputy Assistant Secretary.

Performs other related duties as assigned.

 

KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge of basic management principles and ability to supervise employees.
  • Knowledge of leadership techniques.
  • Ability to communicate effectively verbally and in writing. 
  • Ability to understand and apply rules, regulations, policies, and procedures relating to operational activities.
  • Ability to provide clear and precise directions.
  • Ability to work independently and to plan, organize and coordinate work assignments.
  • Ability to assess training needs.
  • Skill in interpersonal relationships.

 

PREFERRED QUALIFICATIONS:

Bachelor’s degree from an accredited college or university and at least five years of experience in contract monitoring, quality improvement, or contract management.

At least five years of supervisory experience, in which you supervised teams of five or more individuals.

At least five years of experience in the criminal justice system.

At least 1 year of agency budget experience such as developing and reviewing spending plans and projections, and tracking expenditures.

At least 3 years of writing detailed technical documents. (Examples: annual compliance reports, site summaries, official department policy or procedures, and detailed reports for management/leadership.)

At least 3 years of experience conducting meetings and presentations, including presenting to large groups and presenting to upper management; additional experience includes presenting to outside stakeholder groups on issues and activities impacting the agency.
