Responsibilities:

•    Direct, mentor, and supervise the Bureau of MyFloridaMarketPlace and its service provider to ensure alignment with strategic goals of all stakeholders.
•    Establish and oversee priorities, procedures, and objectives for the organizational and technical management of the bureau, adhering to established or new governance.
•    Develop and maintain the MFMP Change Request and Bug Tracking log (SIR) and work with the bureau and service provider to review and prioritize items in the log regularly.
•    Oversee and maintain project plans to adequately plan, prioritize, organize, and accomplish assignments in alignment with program objectives.
•    Act as the technical and functional liaison for the MFMP team and service provider, state agencies, and other stakeholders.
•    Oversee MFMP software, systems, hardware, help desk, website, and management of the service provider.
•    Approve all changes to MFMP applications, including upgrades, services packs, and patches.
•    Review and approve functional design documents.
•    Manage MFMP’s integration with PALM.
•    Aid in the allocation and oversight of MFMP budgetary matters related to payment for enhancements, license increases, and other MFMP initiatives. 

 

Required Knowledge, Skills, and Abilities:

•    Knowledge of accounting systems, including the Florida Accounting Information Resource (FLAIR) and PALM.
•    Knowledge of managing complex information technology projects.
•    Knowledge of eprocurement systems.
•    Skill in using Microsoft Office Suite (Word, Excel, PowerPoint, etc.). 
•    Skill in using MyFloridaMarketPlace.
•    Skill in effectively managing a team as a leader and active contributor.
•    Ability to analyze and synthesize complex data to make recommendations for action.
•    Ability to interact effectively with others and maintain working relationships, especially those outside of the organization.
•    Ability to work on multiple, complex projects.
•    Ability to prioritize work tasks.
•    Ability to confidently make decisions based on available data.
•    Ability to communicate and manage colleagues across all levels.

 

Qualifications:

 

Minimum
•    Two years of experience in a leadership role managing internal and external stakeholders.
•    Two years of experience working in procurement, accounting, or a related field.
•    Two years of experience with an eprocurement system.
•    Two years of experience working on information technology projects.

 


Preferred
•    Bachelor’s degree in the fields of business, accounting, public policy, or a related field.
•    Two or more years of experience managing an information technology project.
•    Knowledge of State of Florida procurement statutes (Chapter 287) and rules (60A).
•    Experience with the PALM project.

 

Other Job-Related Requirements for this Position:
•    Adheres to safety awareness policies in the workplace, views safety videos when presented and attends required safety meetings.  Practices lessons learned on a daily basis to avoid accidents.
•    Pursuant to F.S. 215.422 every officer or employee who is responsible for the approval or processing of vendors’ invoices or distribution of warrants to vendors are mandated to process, resolve and comply as section 215.422 requires.
•    Position requires sedentary work and repetitive motion.

 

The Work You Will Do:
As the Chief of the Bureau of MyFloridaMarketPlace (MFMP), you will lead the team responsible for the operations and maintenance of the State of Florida’s eprocurement system. This role acts as the leader for a team of seven full-time employees in addition to managing the state’s service provider. The Chief of MyFloridaMarketPlace is responsible for governance of all applications under the umbrella of MyFloridaMarketPlace and ensuring alignment between the goals of the program and stakeholders at all levels of leadership. This role is also responsible for guiding technical and functional decisions and ensuring the successful integration of MyFloridaMarketPlace to the Florida Planning, Accounting, and Ledger Management (PALM) system.
