JOB DESCRIPTION:

This is a high responsible policy making position which directs the Bureau of Procurement and Contract Administration for the Department of Juvenile Justice. This position is responsible for the review and approval of all Departmental contracts (to include special member project contracts).

Job duties include the oversight of all contractual provisions as required by the Florida Statutes, Departmental policies and rules, and for proper fiscal accountability. This position is also responsible for the development, implementation and monitoring of policies, procedures and reports for contracts within the Department. Specific duties include but are not limited to:

Facilitate the Department’s goal of delivering human and social services and protecting public interest by ensuring correct and comprehensive contracts.

Work with Department personnel in developing legislation, reviewing proposed legislation from any source, implementing new legislation, and reviewing existing statistical nature.

Establishes goals and objectives and oversees the development and enforcement of procedures and policies consistent with those goals.

Leads, directs, and motivates staff to perform in a manner that will achieve the Department’s and unit’s goals in contracting.

Maintains the general contract policy of the Department, coordinates and prescribes contract procedures and federal guidelines.

Ensures that all contracts include adequate accountability provisions to fiscally monitor contracts.

Ensures processes are in place for tracking time sensitive contract actions.

Ensures processes are in place for tracking reporting requirements as mandated.

Provides technical advice and directs staff and managers at the headquarters office with the nuances of contracting. 

Advises the Secretary, Deputy Secretary, General Counsel, and others within the Department, as requested of contracting.

Coordinates with the Executive Office of the Governor and the Legislature on matters pertaining to Department contracting; and is prepared to testify before legislature on issues pertaining the same.

Develops, plans, and directs the Bureau’s operating budget.

Manages process automation efforts.

Implements principles of total quality management into all aspects of bureau operations.

Incumbent of position supervises employees, and is responsible for communicating with, motivating, training, and evaluating employees, planning and directing employees’ work.

Supervises contract staff responsible for contract procurement, negotiation, execution, and preparation.

Supervises contract staff responsible for processing, tracking, and analyzing all aspects of a contract to full execution.

 

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of procurement and contracting.

Knowledge of the principles and practices of supervision and management.

Ability to utilize problem-solving techniques.

Ability to understand and apply applicable rules, regulations, policies and procedures.

Ability to supervise people.

Ability to develop various reports.

Ability to manage procurement and contract management programs.

Ability to assess budgetary needs.

Ability to establish and maintain effective working relationships with others.

Ability to plan, organize and direct program activities.

Ability to ensure compliance with state and federal contracting statutes, rules, and regulations.

Knowledge of legislative process.

Knowledge of Florida Statutes.

 

PREFERRED QUALIFICATION:

5 years of experience in Contract Procurement.

4 years of supervisory experience.

Communication skills in motivating, directing, organizing, and prioritizing the workload of assigned professional staff to complete daily and long-term projects.

Ability to effectively handle conflict and take appropriate action.
