Position Overview and Responsibilities:

The Division of Real Estate Development and Management (REDM) is seeking a manager to provide oversight of the Bureau of Property Services which is responsible for the day-to-day leasing process by ensuring state agency leases are in accordance with applicable rules, statutes and policies, monitors agency space planning and the application of state space standards, tracks occupancy and vacancies within the Florida Facilities Pool, monitors and forecasts space needs, high-level special projects related to property management, plans, executes, and processes all reserved, permit and temporary parking contracts, parking terminations and other agreements through the Paid Parking Program, and manages and processes all state space reservations throughout the Florida Facilities.

 

This position requires excellent communication skills with the Department’s internal and external customers. The Department is looking for candidates who can challenge and inspire employees to be successful in the progression of leadership opportunities. Candidates must be visionary and have the mindset of incorporating new techniques. Must have a clear understanding of real property lease management, space measurement and planning, parking management, real estate forecasting and planning, project oversight and strategic planning.  Years of experience will be considered in the fields of commercial real estate development, leasing, and/or broker services. The successful candidate will need to be process oriented, organized, innovative, and have the ability to implement improvements based on customer needs while also adhering to statutory mandates.

 

Specific responsibilities of the Bureau Chief of Property Services include, but are not limited to, the following:

  • Supervises the Leasing Procurement Administrator and the Property Logistics Administrator:
    • Sets goals and objectives for direct reports.
    • Completes evaluations, reviews and approves time and attendance.
    • Communicates clearly and frequently with staff to ensure mission and tasks are clear and provides prompt and courteous customer service.
    • Motivates and informs bureau personnel of new techniques, policy changes through staff meetings, discussions and written communication.
    • Encourages staff to attend seminars and training so they are cognizant of current trends pertaining to the mission of the Facilities Program.
  • Participates in the development of statewide policies, procedures, guidelines and standards, pertaining to real property management and utilization of assets to assure efficient and economical utilization of space.
  • Develops goals and objectives; acquires the resources required to achieve those goals and objectives within approved budgetary limitations.
  • Develops policy and materials used in the implementation of the State’s Facilities Management Program, Section 255.249, Florida Statutes.
  • Reviews and approves staffing patterns submitted to support agencies request for space, either leased in the private sector or allocated in State owned buildings.
  • Participates in the development of the Capital Improvement Plan and implementation; works directly with budget staff and management to identify and prioritize FCO projects as it relates to occupancy of pool buildings.
  • Provides information regarding legislative proposals and bills and determines impact to the division.
  • Direct involvement in long-range planning for acquisition of facilities, either through the lease process, Fixed Capital Outlay program, or Bonding program (private sector and state owned) to meet state agencies' space requirement in the most efficient and economical manner.
  • Plans, organizes, and supervises the technical analysis, evaluation and improvement of real property management including space leasing, space utilization, security and safety factors, ADA standards, resource recovery, and food service contracts to assure compliance with all guidelines established.
  • Establishes control systems and monitors the assignment and execution of real property management projects and activities; reviews and evaluates the performance of other units of government for compliance with technical objectives and adherence to schedules; and issues technical and administrative guidelines as required.
  • Plans, organizes, supervises, and participates in the development of statewide policies, procedures, guidelines and standards pertaining to real property management and utilization to assure efficient and economical utilization of space.
  • Assists with special projects and initiatives as directed; keeps supervisor and management informed of project status and other relative issues.
  • This position is responsible for managing emergency response during and after scheduled work hours. Incumbent is responsible for coordinating the work activities of subordinates. Participate in emergency response as required.

Minimum Qualifications:

  • Minimum of five years of progressive experience and responsibility in commercial real estate development, leasing, and/or broker services.
  • Minimum of five years of experience holding a supervisory position.
  • Ability to drive and/or fly for long distances.
  • Valid and applicable driver’s license.

 

Preferred Qualifications:

  • Knowledge and experience conducting training and presentations.
  • Knowledge and experience with Urban Planning.
  • Knowledge and experience with discounted cash flows.
  • Knowledge and experience with land and building development or planning.
  • Knowledge and experience with Real Property Return on Investment.
