The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. The agency oversees services for child safety, fostering, adoption, domestic violence, adult protective services, refugees, homelessness, mental health, substance abuse, childcare providers, human trafficking and public assistance. The agency’s mission is to work in partnership with local communities to protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

 

Within DCF, the Economic Self Sufficiency (ESS) Program helps to promote strong and economically self-sufficient communities by determining eligibility for food, cash and medical assistance for individuals and families on the road to economic recovery.

 

Under the ESS Program, the Office of Public Benefits Integrity (OPBI) is responsible for investigating public assistance fraud or misuse regarding the SNAP (Food Assistance), D-SNAP (Disaster Food Assistance), TANF (Cash Assistance), and Medicaid programs by individuals or merchants.

THIS IS NOT A TELEWORK POSITION.

 

The selected candidate will be required to work at the office location.

Location: 2415 N. Monroe St., Tallahassee, FL 32303.

Some travel may be required.

This is a full-time position working 40 hours per week.

Business hours are 8:00 am - 5:00 pm EST, Monday - Friday.

The incumbent is a member of the DCF D-SNAP Disaster Response team and, in that capacity, may be required on short notice to perform duties and travel in support of disaster relief. During such events, incumbent may be required to work more than 8 hours per day.

 

MINIMUM REQUIREMENTS:

  • Must be a current employee with the Department of Children and Families.
  • Willingness to work in Tallahassee, FL.
  • Willingness to travel extensively, including overnight.
  • A valid State-issued Driver’s License.
  • A minimum of three (3) years of supervisory experience in the Economic Self Sufficiency program
  • A minimum of five (5) years’ experience determining eligibility or policy applications in Economic Self Sufficiency
  • At least two (2) years of documented experience monitoring or reviewing cases in the Quality Management System (QMS) and/or the Quality Control Program.
  • At least two (2) years of developing regional or statewide corrective action plans for Economic Self Sufficiency.

 

PREFERENCE WILL BE GIVEN TO APPLICANTS WHO HAVE THE FOLLOWING:

  • At least two years’ experience working for DCF reviewing Economic Self Sufficiency administrative and program policies, procedures, guidelines and related directives, evaluating operations, or identifying potential problems and made recommendations for improvement
  • At least three (3) years of experience using Economic Self Sufficiency eligibility systems.
  • Experience in mapping, analyzing, redesigning, creating and implementing process improvement.

 

 

DUTIES AND RESPONSIBILITIES:

This is a professional position within the Economic Self Sufficiency (ESS) Program, Office of Public Benefits Integrity, responsible for the statewide oversite of the Quality Management (QM) program that includes the Quality Assurance (QA), Quality Control (QC), and Audits and Compliance functions responsible for statewide review of all ESS recipient eligibility ensuring compliance with Federal Regulations and Department policies. This is an advanced professional work supervising and directing employees. The primary duties include, but are not limited to:

  • Spend the majority of their time communicating with, motivating, training and evaluating employees, planning and directing their work; and having the authority to hire, transfer, suspend, layoff, recall, promote, discharge, assign, reward or discipline subordinate employees to effectively recommend such actions. 
  • Evaluate employees against established standards and takes any necessary steps for corrective action.
  • Provide direct supervision and leadership to QM staff both Central Office in Tallahassee and in the Regions maintain control on QM statewide budget to eliminate waste and unnecessary expenditures and streamline functions for efficiency.
  • Responsible for evaluating, developing and implementing policies and procedures for the QA, QC and Audits and Compliance activities in accordance with federal rules and regulations, Department policies and procedures, and audit findings and corrective action plans.
  • Oversee state and federal audit activities for the ESS program. Manage the collection and analysis of data to detect deficient controls, duplicated efforts, or non-compliance with law, regulations, and management policies of the ESS program. Endorses recommendations for corrective action and changes in operations and financial activities as applicable. Review detailed reports on audit findings and approve official responses.
  • Manage all activities of the QM office which include:  completion of eligibility case reviews by statewide staff regarding the overall operation of the processing system, data management and analysis through the tabulation of review findings, and preparation and distribution of reports required by the federal agencies and the Department.
  • Manage the evaluation, monitoring, development and submission of the state’s annual monitoring plan, and the state’s Corrective Action Plan for the ESS program.  Ensure state compliance in order to retain federal funding.
  • Manage and focus the statewide Food Stamp (FS) QC program, and lead QC state in proven methods which reports the state’s lowest possible FS error rate to avoid federal sanction and penalty and enforce beneficial QC methods to gain enhanced funding.
  • Consult and manage the Food and Nutrition Service (FNS) regarding federal case review and finding of the QC review system, and train staff to navigate in the federal review process which is within guidelines and beneficial to the state of Florida.  Avoid QC regression and penalty in an effort to report the lowest possible rate.
  • Manage the federally mandated Management Evaluation (ME) review process for ESS programs
  • Consult with the Center for Medicare and Medicaid, Health and Human Services on Medicaid QC operations, federal monitoring efforts and findings of the review system
  • Evaluate and interpret Departmental policies and procedures uncovered through QA, QC, and audits review and suggest improvements to avoid risk, increase accuracy and timeliness, and increase customer service.
  • Develop and implements methods of interpreting QA, QC and audit results of statistical data to appropriate Department management staff for use in policy development, training, field monitoring, and program planning
  • Develop, direct, implement and continually enhance the statewide case reading tool to provide statewide performance ratings and statistical and trend analysis of timeliness and accuracy to preserve integrity of eligibility program delivery.
  • Manage the state and federal audit review functions of the ESS eligibility programs to include the monitoring plan as required by the United States Department of Agriculture, Food and Nutrition Services (FNS) Management Evaluation priorities, and the maintenance of the statewide Corrective Action Plan for state deficiencies.
  • Provide technical assistance and consultation to regional program offices in the development, implementation, and evaluation of corrective action measures to eliminate or reduce causes of errors in program eligibility identified by QA and QC findings.
  • Analyze, develop and implement automated ACCESS performance measurement tools to increase accuracy and timeliness of benefit delivery.
  • Manage statewide Temporary Assistance for Needy Families (TANF) QC reviews to reduce inappropriate federal and state expenditures.
