MINIMUM REQUIREMENTS:
A Juris Doctorate degree from an accredited college or university; and current Florida bar membership in good standing with continuing membership of five (5) years or more;
Five years of experience in administrative and criminal law.
Three (3) years in a supervisory capacity overseeing both legal and non-legal professionals.

JOB DUTIES:
Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
Leads and motivates a varied bureau comprised mostly of reviewers of technical licensing requirements. Directs all administrative, programmatic and operational activities of the bureau, the primary functions of which are oversight of the division’s regulatory enforcement component for Chapter 493, F. S., and administrative oversight regarding Section 790.06, F.S., license requirements. Maintains current operational procedures and processes to ensure accountability and compliance with division and department policies and procedures. Responsible for efficient, accountable management of budget and resources of assigned programs.
Oversees the bureau’s relationships with quality assurance auditors, the administrative informal hearing officer supervisor, administrative investigations team, general counsel, OGC attorneys and outside attorneys. Provides technical expertise on the bureau’s processes, reports and databases. Provides legal and programmatic assistance regarding administrative investigations, informal and formal hearings and appeals. Performs statutory interpretation and interpretation of criminal history records to division and department personnel.
Frequently represents the Assistant Director and/or Director at departmental, industry council, and tax collector meetings and other appearances requiring significant public speaking on behalf of the division and statewide travel with other staff of the division.
Serves as a collaborative member of the division’s leadership team. Interacts with industry representatives and responds to their requests and recommendations for process, rule and statutory changes. Serves the department’s executive management as requested or as directed by division leadership. Responds to requests from legislators and their staffs as directed. Drafts proposed statutory/administrative rule language. Analyzes legislative bills.
Serves on or leads multiple leadership workgroups related to subjects including administrative rule promulgation; statutory bill drafting and analysis; database and systems; workforce design; and department and division initiatives.
