JOB DESCRIPTION:

This position requires substantial knowledge of current economic needs and the ability to access the appropriate resources to keep up-to-date with changing trends in education. Experience with career and technical education, adult education, and apprenticeship curriculum, instruction, and assessment strategies are critical to performing in this role. The ability to facilitate career and technical education program development to support new and emerging economic needs of the state are skills the incumbent will need to meet the demands of this position. Knowledge of relevant legislative and statutory regulations relevant to workforce education are keys to success in this role. The ability to analyze and use data effectively for operational and program improvement are abilities the incumbent must possess. Expertise and demonstrated effectiveness in the areas of problem solving, decision making and project management are valuable characteristics in this position. The aptitude to establish priorities and to efficiently handle multiple competing priorities are necessary skills in Bureau Chief role. Effective management and supervisory skills in support of a team approach to organizational development and interpersonal and communication skills are required for this position.

 

DUTIES & RESPONSIBILITIES:

The Florida Department of Education (FDOE) has an open position that is responsible for executing the following functions:

 

As a supervisor, the incumbent must communicate with, motivate, provide or coordinate training and direct the work of their subordinates. In addition, the employee must complete timely performance appraisals, develop timely and accurate work plans, and timely approve monthly attendance and leave for each position under their direct report. The incumbent has the authority to make hiring recommendations as well as disciplinary recommendations. This position is responsible for the personnel management, organization and direction of the activities of the Bureau of Standards, Benchmarks and Frameworks within the Division of Career and Adult Education. 

  • The employee must be productive under tight timeframes, balance multiple and competing priorities and maintain goal-directed behavior and performance sometimes under stressful conditions. 
  • The employee must interact courteously with others.
  • The employee’s performance and behavior must demonstrate consideration of the workload concerns of others and must not negatively affect productivity and morale of the unit.
  • Responsible for the implementation of the Adult Education State Plan and ensures that local providers are implementing Adult Education services in accordance with state and federal guidelines.
  • Provide Technical Assistance to local providers on how to implement and carry out Adult Education programs, services and activities.
  • Responsible for the implementation of the Adult Education State Plan and ensures that local providers are implementing English Literacy and Civics Education services in accordance with state and federal guidelines.
  • Responsible for providing Technical Assistance to local providers on how to implement and carry out English Literacy and Civics Education programs, services and activities.
  • Responsible for the implementation of the Career and Technical Education State Plan, evaluation of programs, services and activities to carrier out under the 2006 Carl D. Perkins Act. 
  • Responsible for providing Technical Assistance to local recipients on how to implement and carry out programs, services and activities related to Career and Technical Education.
  • The bureau has program responsibility for Career and Technical Education, Adult Education, Apprenticeship Programs and other state and federal initiatives including the development and implementation of the Perkins State Plan and the Adult Education State Plan. The bureau is also responsible for providing program leadership to ensure participation and achievement for special populations including disadvantaged and handicapped.
  • All bureau activities interact with K-12 and postsecondary programs managed by school districts; and certificate and two-year degree programs managed by Florida’s College system. The bureau interacts with similar programs managed by Florida’s School for the Deaf and the Blind, Correctional Education School Authority, and Indian tribes. Coordination and services are provided to other state agencies such as CareerSource Florida Inc., Department of Economic Opportunity and Department of Family and Children; community organizations, private technical schools and colleges and the State University System. Active collaboration occurs with business, industry professional associations and licensing entities. The bureau chief and subordinates are responsible for the management of all activities in accordance with federal and state laws, rules, regulations, policies and directives from Florida’s Commissioner of Education.
  •  Helps coordinate the efforts of the Division of Career and Adult Education to connect economic development and the development of career and adult education programs.  Advises the Chancellor regarding recommended policies and procedures relating to workforce education, and is responsible for the implementation of workforce policies, procedures, rules, and statues.  
  • Helps identify, develop, recommend and implement policies and long range goals for the Chancellor relevant to career and technical education, adult education and apprenticeship issues and programs.  
  • Assists the Chancellor in advising the 28 State College Presidents on career and adult education program and policy issues.  Also supports the workforce development initiatives of the Chancellor of K-12 Public Schools.
  • Participates in partnerships with business, industry and economic development leaders to further economic growth within the state.
  • Promote and encourage the adoption of Department goals and initiatives.
  • Provide leadership to employees of the Bureau in staffing, goal setting, personnel evaluation, staff development, affirmative action and resource management.
  • Provide leadership in the development, implementation, articulation and evaluation of program standards, benchmarks, and frameworks.
  • Utilize available data from the Department of Education, other state agencies, business and industry and other appropriate sources to ensure Career and Technical Education, Adult Education and Apprenticeship Programs meet the needs of students and Florida’s economic development.
  • Provide value-added leadership assistance to local educational agencies to assist in their attainment of educational excellence.
  • Direct the development of program management documentation such as the Course Code Directory, curriculum frameworks, student performance standards, articulated programs of study, equipment and facility standards.
  • Develop statewide policy and leadership for Career and Technical Student Organization activities related to leadership development and competitive assessment of occupational competency.
  • Assure equity of access and outcome achievement for special populations’ participation in Career and Technical Education, Adult Education, and Apprenticeship Programs.
  • Develop and maintain effective liaison with business and industry through the organization of statewide program standard working groups.
  • Develop active working relationship with business/industry professional organizations.
  • Provide liaison with regulatory and licensing agencies which impact Career and Technical Education and Apprenticeship Programs.
  • Oversee, evaluate and recommend to the Chancellor, special projects and/or programs.
  • Set policy and standards for the development of new products and services for the Division.
  • Ensure compliance with Section 215.422, F.S., as it pertains to the direct responsibilities of this position and the Bureau.
  • Provides input to special policy studies relating to career and technical education, adult education and apprenticeship.
  • Provides information to the Chancellor for legislative staff and governor’s staff in areas relating to career and technical education, adult education and apprenticeship.
  • Monitors and evaluates information and reports generated by various sources and attends relevant meetings to improve the effectiveness of the career and technical education, adult education and apprenticeship programs.
  • Performs other related work as assigned.

This position should have experience in the following areas:

 

  • Curriculum Development: Design and develop career and technical education curriculum frameworks that align with industry standards.
  • Program Enhancement: Evaluate existing career and technical education programs and recommend improvements to ensure relevance, effectiveness, and alignment with current industry trends.
  • Partnership Building: Cultivate and maintain relationships with industry partners, local businesses, and community organizations to foster collaboration and support for our career and technical education initiatives.
  • Professional Development: Coordinate and facilitate professional development opportunities for educators to enhance their knowledge and skills in career and technical education.
  • Data Analysis: Utilize data analysis to assess the impact of career and technical education programs, identify areas for improvement, and make data-driven recommendations for program enhancement.

 

  • Compliance and Standards: Ensure compliance with state and federal regulations related to career and technical education, and stay abreast of industry standards to keep programs at the forefront of innovation.
  • Student Support for Career Planning: Lead the state’s efforts to provide guidance and resources for students pursuing career and technical education pathways.

 

MINIMUM QUALIFICATIONS

Required Licensure/Registration/Certification/Experience or Education:

 

  • Professional experience in career and technical education, with a minimum of 5-8 years of progressively responsible leadership roles.
  • Verbal and written communication skills.
  • Ability to build collaborative relationships with diverse stakeholders, including educators, administrators, government officials, industry representatives, and community leaders.

 

PREFERRED QUALIFICATIONS:

Preferences will be given to:

 

  • Applicants who have knowledge of federal and state education policy as well as state and federal regulations governing career and technical education.
  • Applicants who have familiarity with educational technologies and their application in career and technical education, including online learning platforms and digital resources.
