General Summary

This position requires executive level planning, directing, and coordinating major operations of the Public Employees Relations Commission including administrative/supportive services, such as budgeting and financial management, facilities management, purchasing, accounting, general services, human resource management, information technology and other office support services.  


Examples of Work Performed

•    Exercises supervision over the agency's financial management and budgeting system.
•    Prepares budget requests and directs, monitors, and reports on expenditures of operational funds and agency reserves.
•    Coordinates the agency's development of Legislative Budget Requests and components of the Long-Range Program Plan.
•    Provides budget analysis and interpretation of allocations.
•    Supervises the analysis and evaluation of requested budgetary changes in the operating budget.
•    Participates in special projects related to improving financial management of the agency.
•    Directs central purchasing activities.
•    Serves as Human Resource Liaison and directs daily activities involved in personnel/human resource functions.
•    Serves as lease coordinator and directs facilities management activities.
•    Directs Information Technology activities.
•    Assist in the determination of hardware and software requirements.
•    Responsible for acquisition of new equipment.
•    Direct the preparation of the Information Technology Resource Plan and other information technology plans as required.
•    Plans, directs, supervises and coordinates work activities of assigned staff.
•    Develop performance standards of assigned staff and evaluate work in accordance with established standards.
•    Provides specialized or technical services to the agency head. 
•    Performs special assignments of a highly confidential nature.

 

Knowledge, Skills and Abilities  
•    Must be highly proficient in all aspects of the People First System regarding the on-boarding/hiring process, termination process.
•    Must be highly proficient in all aspects of the Legislative Budget Request (LBR) and Long-Range Program Planning (LRPP) process.
•    Must be able to write budget amendments.
•    Must be able to write 5% transfer requests.
•    Must be familiar with the overall legislative process.
•    Must be able to multitask.
•    Must have superb writing skills.
•    Must be a good communicator.
•    Must be able to interact with other staff as well as external customers.
•    Must be an effective problem solver.
•    Must have a pleasant demeanor.
•    Must be highly proficient with Microsoft Word and Excel.
•    Must have supervisor experience.
•    Must be trustworthy / confidential.

 

Minimum Qualifications 

Three years of professional experience in research, analysis, program planning and evaluation, or administrative work, a bachelor's degree from an accredited college or university may substiltute for work experience

 

Salary
The hiring salary will be $70,000 - $85,000.  The Commission offers a competitive benefits package.
