As the Chief Procurement Officer, you will be responsible for operation of Headquarters contract processing and purchasing functions, as well as contract management training statewide.

 

What you will do:

  • Establish contract administration goals and objectives and oversee the establishment of procedures and policy.
  • Lead and motivate a team that will achieve the department's/contract administration goals.
  • Identify, analyze and interpret current and proposed state statutes, Florida Administrative Code, departmental regulations and policies to determine administrative requirements and impact on the department's purchase of service system.
  • Prepare statistical reports utilizing the data base included in the FLAIR Contracts Subsystem.
  • Maintain the general contract policy of the department and coordinate contract procedures for statewide programs.
  • Review and evaluate findings of federal and state audit reports as they relate to the department's contract administration functions.
  • Assist in the preparation and review of legislative proposals.
  • Serve as the department’s liaison with other state agencies such as Department of Management Services and the Department of Banking and Fianance.
  • Maintain general department policy and procedures governing administrative monitoring of contract providers.
  • Direct and coordinate the development and annual revision of model contract documents for use by the department's contract managers.
  • Provide leadership and support for the daily operations of the office contract processing and purchasing functions.
  • Participate in and leads departmental workgroups as assigned.

 

Qualifications:

  • Experience in all procurement processes, including spend category / commodity management, negotiation, supplier selection, supplier value management, benefits capture, requisition to payment, and acquisition integration.
  • Strong knowledge of contract administration principles, state purchasing laws, and Florida administrative procedures.
  • Experience in interpreting and applying state statutes and administrative codes.
  • Demonstrated leadership and supervisory skills.
  • Experience with data analysis and report generation, particularly using systems like the FLAIR Contracts Subsystem.
  • Working knowledge in multiple commodities and spend categories.
  • Knowledge in e-procurement processes and systems.
  • Proficient in financial planning, budget, and forecasting.
  • Excellent communication, collaboration, and problem-solving abilities.
  • A bachelor’s degree or above preferred.

 

Knowledge, Skills, and Abilities:

  • Ability to organize information into a logical format for presentation in reports, documents, and other written materials.
  • Ability to utilize problem-solving techniques.
  • Ability to work independently.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures relating to operational and management analysis activities.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to communicate effectively.
  • Ability to establish and maintain effective working relationships with others.
  • Implementation Planning – Developing approaches for implementing an idea.
  • Management of Personnel Resources - Motivating, developing, and directing people as they work, identifying the best people for the job.
  • Ability to travel overnight to conduct official business.
  • Working knowledge of Chapter 287, Florida Statutes, Rule 60A-1, Florida Administrative Code; Leadership and Supervisory Skills.
