Position Overview and Responsibilities:
This position provides strategic leadership and oversight for the Office of Supplier Development (OSD) and the Property Logistics section. The role is responsible for advancing small business enterprise participation in state procurement, managing certification and compliance programs, overseeing stakeholder engagement and public outreach efforts, and directing emergency preparedness, response, and property accountability functions. The position serves as a senior leader, spokesperson, and advisor, ensuring bureau operations align with agency goals, state requirements, and customer service expectations.
Knowledge, Skills, and Abilities:
- Knowledge of State procurement practices, contract administration, and public-sector operations.
- Knowledge of emergency management principles, property accountability, and logistics coordination.
- Ability to develop and implement strategic plans, policies, procedures, and performance measures.
- Strong leadership and supervisory skills, including staff development, performance management, and change management.
- Excellent verbal and written communication skills, including public speaking, presentations, stakeholder engagement, and media relations.
- Ability to build and maintain effective relationships with government agencies, business partners, community organizations, and other stakeholders.
- Strong analytical and problem-solving skills, with the ability to evaluate complex issues, interpret legislation and policy, and develop practical solutions.
- Knowledge in U.S. Veteran Affairs disability ratings, and military discharges.
- Skill in project management, prioritization, and managing multiple initiatives in a fast-paced environment.
- Ability to exercise sound judgment, maintain professionalism, and make independent decisions in support of organizational objectives.
- Proficiency in data analysis, reporting, and the use of business and office productivity software.
- Ability to coordinate and respond effectively during emergency operations and disaster response activities.
Minimum Qualifications:
A bachelor’s degree and three years of progressively responsible professional experience in business, public procurement, training and education, or a similar field; relevant professional experience may substitute for education on a year-for-year basis.
