JOB SUMMARY:
This is a Senior Management Analyst Supervisor in the Department of Revenue’s Child Support Program within the Revenue Management section of the Resource Management Process. This position is responsible for financial planning, revenue management, cash management, financial data analysis and reporting, resource allocation, general ledger accounting activities and grant reporting in the Child Support Program (Program). The incumbent is accountable to management for exercising independent judgment in formulating or assisting in the formulation of policies and procedures necessary to ensure compliance with federal and state laws. This position directly manages four (4) direct reports. Duties will include:
- Forecasting revenue and preparing contingencies to support an over $300 million operating budget.
- Preparing Legislative Budget Request (LBR) exhibits and schedules and ensure that information is correctly reflected in the LBR.
- Assisting in reviewing pending legislation for effect up the Program.
- Determining fiscal impacts (revenues) and possible conflict with current state and federal law.
- Directing annual financial reporting activities (e.g. Schedule of Expenditures of Federal Awards, Annual Comprehensive Financial Report entries) for the Program.
- Performing various cost benefit analyses and other complex management accounting duties including derivation and review of unit cost calculations and performing complex cost allocations, as required.
- Determining various standard functional costs for the purposes of cost recovery. Independently review and recommend resolution to highly complex issues related to the depositories’ indirect cost allocation plans.
- Drafting communications to clerks, the cost allocation vendor, quarterly auditors and other interested parties and reviewing Clerk of Courts' indirect cost proposals.
MINIMUM REQUIREMENTS:
- Seven or more years progressively responsible experience in government finance (accounting, auditing, budget administration, contract management, grant management, purchasing, revenue management or related.)*
- Experience using Microsoft Word and Excel in a work environment.
- Two or more years of experience with federal funding.
SUBSTITUTIONS:
- *A college degree(s) can substitute on a year for year basis up to five years of the required experience.
PREFERENCES:
- Preference may be given to applicants with prior Child Support Program experience.
- Preference may be given to applicants with experience communicating both orally and in writing.
SALARY: $52,859.88 - $67,151.64.
