POSITION SUMMARY:

Under the direct supervision of the General Services Operations Manager (GSOM), and the Firearm Eligibility Bureau (FEB) Chief, the incumbent in this position manages the supervision, administration, and resolution of operational and management problems as they relate to the activities of the Florida Mental Competency (MECOM) Database and the Florida Department of Agriculture and Consumer Services (FDACS) Research Team in the Eligibility Research Unit (ERU). This position is responsible for providing management consultant services to the Division, Department, and other agencies to improve operations and ensure efficient and effective accomplishments of agency objectives. Additionally, this position supervises employees assigned to the MECOM Database and the FDACS Research Team who are responsible for conducting research to assist the Florida Department of Agriculture & Consumer Services (FDACS) for individuals who have applied for a concealed weapons permit or individuals in Florida who are adjudicated as mentally defective or committed to a mental institution require entry into the MECOM Database and are subsequently ineligible to possess a firearm under state and federal law.

 

DUTIES & RESPONSIBILITIES:

Specific duties include:

  • Promoting efficient and effective processing for the FDACS Research Team and the MECOM Database and provides research analysis relative to state and federal laws, rules, and regulations that directly or indirectly have an impact on the FPP approval or non-approval of firearm purchases;
  • Assisting the GSOM and the Bureau Chief in such areas as auditing daily activity reports, preparing employee performance evaluations, evaluating unit workload status, and monitoring individual employee progress;
  • Managing and supervising team members by planning, organizing, and coordinating work for the FDACS Research Team and the MECOM Database within the unit;
  • Consulting with GSOM and administrative staff to resolve programmatic, administrative, and operational issues and problems. Assesses/analyzes and makes recommendations to resolve issues and problems regarding the FDACS research or the MECOM Database;
  • Formulating objectives by outlining goals, activities, and special projects related to research for conceal carry permits and MECOM which are consistent with the unit and bureau overall objectives and division mission and conveys to unit members;
  • Recommending operational policies and assists in the establishment of procedures and procedural manuals, implementation of policies, achievement of operational objectives or resolution of operational problems;
  • Providing daily consultation and assistance to members and staff in oversight of programs and responsibilities;
  • Managing the daily work and makes adjustments in response to changing work volume for the FDACS Research Team;
  • Preparing written reports, charts, letters, memoranda, procedural manuals, and presentations in accordance with Department guidelines using appropriate and logical formats, grammar, spelling, punctuation, and capitalization; and
  • Reporting to duty during inclement weather, emergency situations declared by the Governor that declares administrative leave for all state employees, state layoffs, etc.  This may require the member to relocate to an in-state pre-determined location to ensure operations are not affected by the emergency. 

To be considered as a potential candidate, you must meet the minimum qualifications(s) listed below. Degrees must be from an accredited college or university as recognized by the U.S. Department of Education.

 

MINIMUM QUALIFICATIONS:

1. At least one year of experience in either a management or leadership capacity.

 

KNOWLEDGE, SKILLS & ABILITIES:

  • Knowledge of the methods of data collection;
  • Knowledge of the criminal justice system;
  • Ability to compile and analyze data, related to the development of training programs;
  • Ability to coordinate research;
  • Ability to utilize problem solving techniques;
  • Ability to understand and apply rules, regulations, policy, and procedures related to the development of training programs;
  • Ability to plan, organize, and complete work assignments; and
  • Ability to communicate effectively, verbally or in writing.

 

BASE SALARY:

  • $ 61,800.00

 

NOTES:

Starting salary will be at the minimum of the class pay range, unless otherwise dictated by FDLE's pay policy. The elements of this selection process may include a work sample and/or interview. Future vacancies may be filled from this position advertisement.
