Within DCF, the Office of Quality and Innovation (OQI) leads enterprise efforts to enhance performance, strengthen data-driven decision making, and build a statewide culture of continuous improvement.

The Quality Office Communication Liaison serves as a key strategist facilitating collaboration, communication, and coordination between the Office of Quality and Innovation and its internal and external customers. This role ensures that information flows effectively and key OQI initiatives are visible and understood.


What You Will Do

The Quality Office Communication Liaison plays a pivotal role in ensuring transparency, alignment, and engagement across the Department’s quality and performance functions.
This position serves as the central point of communication between OQI leadership, DCF program offices, and the workforce—translating technical information into actionable insights and ensuring the Department’s quality initiatives are effectively represented and communicated.

 

Key Responsibilities:

  • Coordinate communication between OQI and other departmental offices to ensure consistent messaging, timely updates, and cross-functional alignment.
  • Develop and maintain communication tools, such as newsletters, intranet updates, talking points, presentation decks, and progress dashboards, that highlight agency-wide quality and innovation initiatives.
  • Draft, review, and edit internal and external communications, ensuring accuracy, clarity, and alignment with DCF’s mission and tone.
  • Support change management and engagement efforts related to quality improvement projects, training programs, and performance management initiatives.
  • Collaborate with OQI leaders—including the Quality Review, Process Improvement, Data Analytics, Strategic Planning, and Workforce Development Teams—to translate technical and analytical findings into accessible messages for internal and external audiences.
  • Maintain a centralized calendar and repository of quality-related meetings, deliverables, and communications, ensuring information is current and accessible.
  • Prepare concise executive summaries, talking points, and visual materials to support the Secretary, Deputy Secretaries, and OQI leadership.
  • Partner with the DCF Communications Office to align messages with agency-wide priorities, branding, and public communication standards.
  • Support the coordination of quality councils, workgroups, and leadership briefings, including agenda development, documentation, and follow-up actions.
  • Promote an agency culture of transparency, collaboration, and continuous improvement through clear, consistent, and data-informed communication.

Qualifications

  • Bachelor’s degree in communications, public administration, business, English, journalism, or a related field preferred.
  • Minimum of three (3) years of experience in professional communications, project coordination, or organizational liaison work within government, nonprofit, or large enterprise settings.
  • Demonstrated ability to write, edit, and design clear, engaging, and accessible communication materials for diverse audiences.
  • Experience supporting or coordinating enterprise initiatives, strategic plans, or quality improvement projects.
  • Proven ability to build relationships and facilitate collaboration among multiple offices and stakeholders.
  • Strong organizational skills with experience managing multiple priorities and deadlines in a fast-paced environment.
  • Proficiency in Microsoft Office 365, SharePoint, PowerPoint, and Smartsheet; familiarity with Power BI or similar data visualization tools preferred.
