Your Specific Responsibilities:
This position spends more than 50% of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This is a highly responsible professional position that manages and oversees the Florida Rural Health Section. This managerial, technical, and consultative position requires skills to work independentfy In the overall development and implementation of rural health programs in Florida.
Areas of expertise Include community partnership development, interpretation of federal and state policies and procedures, and rural health network development.
Oversight and administration of the State Office of Rural Health (SORH) and Small Rural Hospital Improvement (SHIP) grants and programs, and the Medicare Rural Hospital Flexibility (Flex) Program from the U.S. Department of Health and Human Services, Health Resources and SeNlces. Administration (HRSA). This includes preparing annual grant applications, budget requests and documentation information and data.
Collaborating with the Division Budget Coordinator to develop budget authority requests (e.g. BIPS, 216 Amendments, LBR documents) and grant drawdown requests for office activities and grants. Oversight and administration of any future grants and projects as a direct result of public health crises, outbreaks and funding.
Oversight of the procurement and contract unit for the program. This Includes providing strategic direction for the unit in collaboration with bureau leadership and program managers and ensuring the unit adheres to all applicable department contract and procurement policies.
Consults and coordinates with local health councils, rural health networks, rural health clinics, rural hospitals, emergency medical services, rural county health departments, and rural communities to improve access to health care.
Serves as the project manager for Flex, SORH, SHIP projects, and any special projects as requested by the Federal Office of Rural Health Policy, SORH, SHIP and Telehealth Teams. Negotiates contracts and serves as a contract manager as required by Section 287.057 (14), Florida Statutes. for the state and federally funded grants and contracts.
Plans and coordinates with staff on the development of a state rural health plan and strategic plan for the Office of Rural Health.
Participates and encourages interagency and intradepartmental cooperation in planning for the provision of health services in the rural areas.
Serves on various grant review committees and represents rural entities on various advisory councils and task force groups.
Serves on the Board of the Florida Rural Health Association.
Maintains knowledge of state purchasing rules.
Other duties as assigned.

This position shall serve as an Emergency Duty Group 1 Responder.
Required Knowledge, Skills, and Abilities:
• Knowledge and skills with Microsoft Word, Excel, Access, and PowerPoint.
• Knowledge of principles and processes for providing customer and personal services including needs
assessment techniques, quality service standards, alternative delivery systems, and customer satisfaction evaluating techniques.
• Knowledge of principles and processes involved in business and organizational planning, coordination, and execution, including strategic planning, resource allocation, leadership techniques, etc.
• Ability to analyze and organize statistical information to interpret results into reports, tabulations, charts, and graphs.
• Ability to collect, evaluate, and analyze data to develop alternative recommendations, solve problems,
document workflow and other activities relating to the improvement of management practices.
• Ability to communicate effectively both written and verbal.
• Ability to work independently to plan, organize and coordinate work assignments.
• Ability to establish and maintain effective working relationships with others.
• Ability to write policies and procedures.
• Ability to utilize logic and analysis to identify the strengths and weaknesses of difference approaches.
Qualifications:
Valid Florida Driver’s License, Bachelor’s or equivalent work experience preferred, Master’s Degree preferred, Florida Certified Contract Manager (FCCM) certification preferred.
