MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or university and five (5) years of professional experience, two (2) years of which must have been in a supervisory capacity; or

A master's degree from an accredited college or university and four (4) years of professional experience, two (2) years of which must have been in a supervisory capacity; or 

Five (5) years of professional experience with the State of Florida, two (2) years of which must have been in a supervisory capacity. 

Professional or nonprofessional experience can substitute on a year-for-year basis for the required bachelor's degree; or any combination of this experience and up to 60 semester or 90 quarter hours of college education including two (2) courses in accounting can substitute on a year-for-year basis for the required bachelor's degree.

Using available state and federal funds, the OOE develops and manage energy efficiency, renewable energy, energy education, alternative fuel technology, and climate change programs throughout the state.

JOB DUTIES:

Plans, supervises and coordinates Grants Section staff activities in the ongoing development and implementation of Energy Efficiency programs. The position formulates plans and programs to promote energy efficiency and conservation programs including, but not limited to, those eligible and/or funded under the State Energy Program (SEP) grant program. It also provides guidance to the Government Analyst I and Government Analyst II positions and any OPS staff and coordinates the work of such staff in all phases of contract/grant management, administration, implementation, reporting, closeouts, and conflicts of interest. It also provides assistance in solving problems relating to monitoring, audit reports and findings, in preparing and processing annual financial reports and in obtaining resources from federal, state, and regional sources. It is responsible for input and upkeep of the programmatic reporting to the United States Department of Energy (USDOE) Performance and Accountability for Grants in Energy (PAGE) Reporting System.

Coordinates daily work of staff relating to correspondence, payment requests, citizen complaints, conflict of interest issues, contracts/grants, audits, amendments, labor standard responsibilities, procurement document review, closeouts, and other administrative duties for the State, Federal and other various programs.

Coordinates and establishes schedules for the receipt, review and ranking of proposals, awards of contracts and subsequent on-site and desk monitoring of all funded projects. Supervises review of grantee contractor reports, review of requests for reimbursement and approves contract payments and reimbursements.

Monitors state and federal legislation. Prepares analyses of proposed programs, energy related issues and legislation and provides recommendations for policy options and positions, as appropriate.

Acts as liaison with other agencies in promoting Energy Efficiency programs.

Serves as program liaison with the USDOE. Advises of USDOE rule changes and their implications on Florida’s programs and supervises and coordinates preparation of required reports.   

Assists with updating application manuals and technical materials and making presentations at various workshops and conferences. Attends and participates in meetings at the request of management relating to energy issues and grant programs, both within and external to the department.

Evaluates for technical validity the engineering design proposals submitted by entities for funding.

Performs duties as assigned during activations of the Emergency Operations Center and other disaster related activities, as directed.

Performs other duties, as required.

Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures.
