The Work You Will Do:
The Compliance and Governance Manager plays a vital role in strengthening the agency’s HR operations by ensuring they are consistent, compliant, and aligned with state and federal requirements as well as agency policies and strategic goals. This position leads the compliance and governance team, drives quality assurance and continuous improvement across key HR functions, and oversees cross‑functional initiatives that reduce risk, improve workforce effectiveness, and support the agency’s long‑term operational success.

Your Specific Responsibilities:
The Compliance and Governance Manager provides strategic leadership and direct supervision to Human Resources (HR) staff, overseeing daily operations and ensuring high performance through effective planning, direction, training, motivation, and performance evaluation. This role also involves making or recommending key personnel decisions, including hiring, promotions, disciplinary actions, and other HR-related matters.
Reporting directly to the Director of Human Resources, the Compliance and Governance Manager is responsible for managing and enhancing the Central Office Human Resources (CO-HR) program. The role ensures that all HR operations comply with relevant personnel policies, procedures, federal and state laws, and applicable collective bargaining agreements. Staying informed of evolving regulations and HR best practices is essential. Given the complexity and breadth of responsibilities, this position requires a consistent on-site presence five days a week.
Under the guidance of the Director of Human Resources, the manager leads compliance and governance initiatives across a wide spectrum of HR functions. These include, but are not limited to, classification and compensation, benefits administration, employee relations, recruitment and selection, performance and talent management, unemployment and workers’ compensation, retirement, attendance and leave, payroll, and records management. The incumbent is also tasked with designing and implementing a Quality Assurance Review Plan to promote operational excellence and continuous improvement.
As directed, the Compliance and Governance Manager acts as a cross-functional resource, providing backup support to various CO-HR teams to ensure seamless operations. This role requires close collaboration with HR leadership to evaluate workforce needs, resolve complex personnel issues, and develop forward-thinking strategies. Success in this position hinges on strong analytical capabilities, sound judgment, and the ability to interpret and apply data and research effectively.
Additionally, the manager serves as a lead on special projects, offering professional, analytical, and technical expertise in support of HR initiatives. Responsibilities include managing projects from inception through completion—conducting research, coordinating implementation, tracking progress, and maintaining comprehensive documentation. The role also contributes to broader HR transformation and continuous improvement efforts.
The Successful Candidate will have the following required Knowledge, Skills, and Abilities:
Knowledge of:
- Applicable federal employment laws.
- State of Florida’s statutes and rules pertaining to state employment.
- State of Florida Human Resource rules and regulations.
- Auditing principles, practices, and procedures related to human resources and compliance.
- Legal processes and practices as they related to employment law, investigations, and regulatory compliance.
Skills in:
- Delivering clear and professional presentations.
- Identifying and documenting human resource performance and conduct deficiencies.
- Understanding, applying and interpreting applicable rules, policies, regulations and procedures relating to operational and management activities.
- Interpreting and applying legal standards during investigations and compliance reviews.

Licensure/Registration/Certification Requirements:
- Must obtain CJIS certification prior to receiving criminal history records information, in any form.

- The incumbent in this position may be required to travel to other district offices and/or central office several times a year.
