JOB SUMMARY:
The incumbent in this position is expected to:

This is a highly responsible professional position in the Department of Revenue, Child Support Program, Enterprise Systems Support Process (ESSP) and reports to the General Operations Manager I for the Customer Relations Management (CRM) team.
The employee in this position is expected to uphold confidentiality, display dignity and composure, resolve issues and problems, understand a sense of urgency, use effective verbal and written communication and maintain effective relationships with internal and external partners.
The employee in this position will be involved in all activities required to resolve incidents and to implement changes. The Government Analyst II (GAII) is responsible for solidifying project scope and ensuring that all key stakeholders are involved in the planning phases. The GAII works with the BPO and ESSPMG management to select proper resources for the projects.
The employee in this position will be responsible for the coordination of major CRM projects in identifying business requirements, determining and resolving software functionality issues; develop, test and successfully implement software on the automated Child Support System (CAMS).
In meeting the goals of the Department, this employee could be required to work overtime as needed. While working with a structured testing methodology and receiving applicable training, the employee in this position will be responsible for becoming familiar and proficient in software necessary to perform job responsibilities (project management, database software, spreadsheets, and word processing).
The employee is also expected to gain understanding and adhere to the Child Support Program Business and Strategic Plans.
The following items reflect the specific responsibilities of the employee:
- Lead the effort to define Key Business Process Components. Analyze how activities contribute to time, efficiency and effectiveness of the process. Identify and define customer needs. Identify current process weaknesses and improvements through benchmarking of other businesses and operations of CAMS.
- Lead CRM projects for enhancements using the life cycle management of the system design, development and implementation phases. Lead the efforts to expand high level business requirements to generate low level requirements via a DOR approved requirement generation methodology. These requirements will address the entire application, including COTS, ERP, and software specifically designed for CAMS. Lead the systems development and documentation for CAMS including high level design for the CAMS system, workflows, flow charting, pictorial representation of all screen forms and reports and description of other processing, description of control and data flow and plan for all batch processing including processing definition and allocated time budgets.
- Plan, organize, and coordinate workshops, facilitated sessions, meeting, presentations, task workgroups, and other interactions between the numerous teams in CSP as well as ISP and external partners.
- Utilize problem-solving techniques to ensure the projects stay within timeframe for completion.
- Communicate and coordinate with business and support processes regarding proposed system design to ensure upstream and downstream flow of information, as outlined in the stakeholder communication plan, is accomplished.
MINIMUM REQUIREMENTS:
- Currently employed with the Florida Department of Revenue.
- Four years of experience functioning as a business analyst following a software development lifecycle.
- Four years of experience developing business process flows or computer system flows as evidenced on your application employment history.
- Three years of experience performing gap analysis preparing option papers and presenting to management and/or stakeholders.
- Two years of experience coaching/mentoring or training others in business procedures.
PREFERENCES:
- Four years of Child Support Operational experience.
- Experience working with Systems, Applications and Products (SAP) ERP Central Component (ECC) or Customer Relationship Management (CRM) or Business Warehouse.
- Two years of experience in Case or Case Maintenance Process
SPECIAL NOTES:
- This position is not eligible for telework.

SALARY: $70,837.80 /annually.
