What is the Florida PALM Project?
The Florida PALM Project is an enterprise project to replace the State of Florida’s legacy accounting, payroll, information warehouse, and cash management systems, using an enterprise resource planning solution. The replacement of the cash management systems, known as the CMS Wave, was completed in July 2021. The next major implementation, the Financials, Payroll, and Data Warehouse / Business Intelligence Wave, is currently underway and scheduled for Go-Live in January 2027. The Department of Financial Services is leading this statewide initiative, which impacts stakeholders and users of the State’s financial data, including all State agencies.

Requirements:
- Four (4) years of in relevant discipline (i.e., Accounting, Finance, Information Technology, Management Information Systems, Computer Science. A post-secondary degree in those fields may be used as an alternative for the years of experience on a year-for-year basis.
- Two (2) years of experience performing business analysis functions, including working with subject matter experts, business users, or stakeholders to gather information, document expectations, and achieve the desired outcome.
- Four (4) years of experience in accounting or in the management of State financial management processes: accounts receivable, revenue, assets, budget, cash, grants, payroll, disbursements, contracts, projects, financial reporting, or treasury.
Preferences:
- Experience analyzing system and business process issues, identifying root causes, and resolving.
- Experience in requirements gathering, data analysis, design, development, testing and/or implementation of financial management system(s).
- Experience working in team environments (i.e., as a leader or as a member).
- Experience in Treasury (e.g., Bank Accounts, Cash Management Improvement Act – CMIA, Receipts, Electronic Receipts, Expenditure Refunds, Returned Items), Revenue (e.g., Customers, Receivables, Revenues, Write-offs), Contracts, and Grants.
- Experience supporting system testing, UAT, or process improvement initiatives in an Enterprise Resource Planning (ERP) environment.
- Experience with the Florida PALM Project assisting an agency or other entity with transition to Florida PALM and remediation of related systems.
Salary Range: $80,000.00 - $100,000.00 annually
Employees of the Department of Financial Services are paid on a monthly pay cycle.

BRIEF DESCRIPTION OF DUTIES:
This position assists in the execution of the Department of Financial Services’ responsibilities for the Florida PALM Project and serves as a state subject matter expert and exercises discretion and independent judgement with respect to matters of significance in one or more of the following Process Areas: Accounts Management and Financial Reporting (AMFR); Accounts Receivable (AR); Asset Accounting and Management (AAM); Budget Management (BM); Cash Management (CM); Disbursement Management (DM); Payroll Management (PM); Project and Grants Management (PGM); Revenue Accounting (RA); or Treasury Management (TM).
This position deals with complex policies and procedures associated with the implementation, maintenance and support of the State’s financial management solution. It requires technical knowledge of FLAIR and other FFMIS subsystems and general knowledge regarding financial management practices and procedures. This position exercises independent judgment in formulating or assisting in the formulation of policies and procedures that affect budgeting, accounting, auditing and reporting of public funds. Extensive knowledge of Florida statutes and rules is necessary to develop and direct the policies and procedures used to implement a financial management solution.
Operational

- Reviewing and providing input on current and proposed state and federal statutes and rules, and regulation changes (e.g., GASB standards) to determine impacts to the Florida PALM solution.
- Working with the financial management solution software implementation and support vendor, and other project resources (including contractors) to ensure adherence to State standards and established procedures for maintaining data and information accuracy and security.
- Serving as the subject matter expert in the accounting and financial management functions of the Florida PALM solution.
- Addressing the accounting and financial management functions, responsibilities, and needs of the Chief Financial Officer (CFO) and of the state agencies.
- Working collaboratively with Florida PALM team members, DFS business owners, state agency business owners and other stakeholders to ensure functional designs and configurations are developed and maintained to meet business needs and result in the development and maintenance of a user-friendly and comprehensive solution.
- Consulting with subject matter experts, business users, and stakeholders of the financial management solution, researching statewide problems and recommending solutions.
Project Management and System Release Responsibilities
- Making decisions on design functionality.
- Conducting in depth analysis and documentation for system configuration.
- Completing system configuration where assigned.
- Leading functional reviews for design, testing and other related activities for assigned system modules.
- Developing and executing test scripts for assigned system modules to ensure system functionality meets the functional and technical requirements.
- Assisting with user-acceptance testing sessions with state agencies and enterprise partners.
- Developing articles and proposing modifications to existing articles to ensure the Florida PALM Knowledge Center provides end-users with accurate, up to date content.
- Assisting agencies and enterprise partners in understanding business process change impacts.
- Assisting in training state agencies and enterprise partners.
- Identifying risk and issues, design requirements, or otherwise, for assigned system modules.
- Creating, managing, triaging and resolving Tickets within the Florida PALM Ticket Management System for issues identified at all stages (e.g., development, testing, production) of the System Design Life Cycle for the Florida PALM Solution.
- Trouble shooting and fully analyzing identified problems within the Florida PALM Solution, identifying the appropriate action to resolve the problem and leading the action to resolution.
- Analyzing enhancement requests that impact the Florida PALM Solution and making a recommendation on the appropriate action for the enhancement.
- Leading design changes to the functional design portion of Application Development documents as changes are identified.
- Working with the technical resources to update and ensure accuracy of Application Development documents as bug fixes and enhancements are identified and implemented.
