MINIMUM REQUIREMENTS:
A bachelor's degree from an accredited college or university with a major in civil, construction, mechanical or architectural engineering or architecture and four (4) years of experience in the field of building construction, two (2) years of which must have been as a supervisor or administrator of construction projects; or
A master's degree from an accredited college or university in one of the areas described above and three years of experience in the field of building construction, two (2) years of which must have been as a supervisor or administrator of construction projects.
Experience in the field of building construction can substitute on a year-for-year basis for the required college education.

JOB DUTIES:
This position is responsible for assisting the Florida Forest Service’s Supervising Construction Projects Administrator (SCPA) in managing the division’s facility/structure and road/bridge program. This work consists of some program administration (inventory, budgeting, planning, recommending policy and procedure changes). Most of the work involves assisting the field units in identifying facility/structure maintenance and replacement needs and in providing cost estimates. When facility/structure projects are approved, funding has been received and a project has been established, works with the field unit to start the project to discuss scope, budget and time line. Manages facility/structure maintenance and design/build projects based upon the needs of the agency, from inception through completion in the most efficient and optimum manner.
Discusses and provides project updates to the SPCA. Manages all projects with respect to time, scope and budget and reports to the SCPA if the constraints change.
Reviews, evaluates, and approves project programs for assigned projects, ensuring that the defined scope can be achieved within budget limitations and is in accordance with established design guidelines and management plans. Coordinates and assists in negotiation of professional contracts. Represents the division at project planning meetings to ensure the project has begun and developed realistically under existing construction methods and budget limitations. Participates in meetings with architects, engineers, etc., to ensure sound development of projects. Analyzes and reviews project plan design submittals with assistance as required. Reviews and maintains project budgets to ensure the project is developed within available funding. Prepares the initial project schedule and follows the architect’s or engineer’s design development, coordinating schedules in conjunction with the design professional; ensures that deadlines are met on schedule. Confers with parties concerned, as problems occur, to recommend and pursue solutions; secures follow-up assistance as required to monitor project schedules. Conducts bid openings for Construction quotes on projects not to exceed $200,000, receiving bids from qualified contractors. Coordinates with the FFS Fiscal section and FDACS Purchasing section on purchases and bids as needed. Analyzes and reviews the architect/engineer's recommendation for award of bid for construction contracts. Coordinates award of contract and issuance of notice to proceed to contractor. Reviews drawings and specifications of projects under construction for desirable changes or corrections for current and future projects. Chairs the initial construction conference with architects, engineers, contractors, subcontractors, client agency representatives and other interested parties. Reviews requisitions for payment to architects, engineers, contractors, testing laboratories, and others furnishing services during design and construction. Reviews change orders for completeness and recommends approval of change orders, substitutions of materials, equipment, and workmanship; initiates changes to improve projects if required. Makes periodic job site observations/inspections and discusses any discrepancies with the contractor. Participates in substantial completion inspections, final inspections, and acceptance of projects for the state. Reviews architect's, engineer's, and construction contractor's fulfillment of their contractual obligations to the state by observing and evaluating their performance.
Works with the field unit in preparation and development of the project program, which serves as the descriptive document for establishing project scope.
Assists with Facility/structure and road/bridge inventory, budgeting, planning. Attends project manager meetings and submits project reporting documents as required.
Recommends and implements policies and procedures for the effective management of FFS construction projects.
Performs other related duties as required.
