Your Specific Responsibilities:
This position directly oversees the inspection programs in the Investigative Services Unit, serves as a liaison with the Consumer Services Unit and Prosecution Services Unit and conducts research and prepares reports for management as needed.
This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
- Assists with the planning, coordinating, and directing of operational activities for the inspection programs. Resolves operational and policy issues, monitors compliance with rules, regulations, and operating procedures.
- Implements new policies and procedures related to the operations for the inspection programs including new initiatives related to the Division’s strategic priorities.
- Develops statistics and informational materials for the media, legislative committees, and other state and local groups.
- Gives testimony or depositions in administrative hearings, if needed.
- Conducts research of statutes, rules, policy, procedures, and other data on critical issues, assists with the preparation of management reports.
- Serves as liaison with the Office of the General Counsel, DOH and Office of the Attorney General.
- Serves as Investigative Services liaison with federal, state, and local law enforcement and regulatory agencies including agency boards, councils, and all program areas.
- Supervises Nursing Consultants conducting Office Surgery inspections.
- Supervises Dentists conducting dental sedation inspections and oversees the analysis, processing, and inspections for the Board of Dentistry.
- Reviews and analyzes the performance and compiles reports to ensure quality and performance standards of the dentists.
- Assists with the planning, coordinating, and directing of operational activities for the Office Surgery Registration (OSR), Pain Management Clinic (PMC) and the Dental Sedation inspection programs.
- Resolves operational and policy issues, monitors compliance with rules, regulations, and operating procedures, and handles personnel aspects of staff supervision.
- Creates and implements new policies and procedures related to the Investigative Services Unit operations for the OSR, PMC and Dental Sedation inspection programs including new initiatives related to the Division’s strategic priorities.
- Oversees the laws or rules regulating the profession.
- Communicates with and educates licensees, complainants, members of the public, and other agency personnel as appropriate.
- Directs special projects on issues including drug enforcement, facility inspection programs, and cost-benefit analysis of service delivery.
- Special projects include the Department strategic planning initiative for the Division of Medical Quality Assurance.
- Assists Bureau Chief with legislative activities including bill analyses.
- Serves as backup to the Bureau Chief and Assistant Bureau Chief.
- Responds to public inquiries, makes professional presentations before business organizations, societies, and consumer groups.
- Provides assistance to the Department Communication Office as needed or directed.
- Assists with preparation of budget and statistical reports and information as requested.
- Handles various assignments, special projects, frequently of a highly confidential nature, and assumes lead responsibility for bureau initiatives as assigned.
- Performs other duties as required.
Required Knowledge, Skills, and Abilities:
Proficient computer skills to include Word, Excel, PowerPoint and Outlook; knowledge of computer data bases; knowledge and use of the compliance management system and licensing system used by the Agency; knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; understanding written sentences and paragraphs in work related documents; knowledge of laws, legal codes, court procedures and government rules & regulations; communicating effectively with others verbally and in writing; listening to what other people are saying and asking questions as appropriate; ability to establish and maintain effective working relationships with others; knowing how to find information and identifying essential information; conduct fact-finding research; knowledge of the methods of data collection and analysis; organize data into logical format for presentation in reports, documents and other written materials; developing approaches for implementing an idea; basic management principles and practices; conflict resolution to include handling complaints, arbitrating disputes and resolving grievances; motivating, developing, and directing people as they work, identifying the best people for the job; time management skills; ability to prepare and conduct training; ability to maintain strict confidentiality; knowledge of principles and processes involved in business and organizational planning, coordination and execution to include strategic planning, resource allocation, manpower modeling, leadership techniques and production methods.
Qualifications:
- Four (4) years of professional experience from one or more of the following fields: investigative, law enforcement, working in the juvenile or adult criminal justice system, regulatory inspections, regulatory compliance, resource protection, affirmative action, equal employment opportunity, regulatory work as a paraprofessional or higher, claims adjusting, auditing, financial examining, land appraisal work, human relations, personnel, working as a licensed healthcare professional regulated by the Division of Medical Quality Assurance
- A bachelor’s degree can substitute for the professional experience as described above. AND;
- 3 years of experience in conducting investigations, regulatory inspections, law enforcement or program management, project lead experience; developing and implementing policies and procedures, legislative activities and bill analyses.
- 1 year of supervisory or project management experience; OR
- Master’s degree can substitute for one year of the required non-supervisory experience.
- Must have a valid Florida State driver's license, satisfactorily complete a background investigation, fingerprinting, and participation in direct deposit are requirements for employment.
