GENERAL POSITION DESCRIPTION:

Under the supervision of the Director of Procurement Management, this position is responsible for the administration of Lottery contracts requiring time management, ability to prioritize, and independent judgment while performing technical, analytical and customer service functions.    

 

ESSENTIAL DUTIES:

  • Each employee is expected to be knowledgeable of the Lottery’s Responsible Gaming program, including the No Underage Play and Play Within Your Means messaging, and will ensure retailers and players are aware of the program and provided information, as necessary.
  • Serves as the Agency Contract Administrator pursuant to Chapter 287, Florida Statutes.
  • Creates and provides training to Contract Managers and Department staff.
  • Conducts detailed reviews of all contracts and contract related documents to ensure documents are in compliance with established policies, rules, and statutes.
  • Serves as the Agency Lease Liaison.
  • Serves as a liaison between District Office staff and their building Landlords for Lottery leases, as assigned or directed.
  • Works with the Agency’s Tenant Broker on leasing activities.
  • Collaborates with the Procurement Director in directing contract management, and process improvement.
  • Provides guidance to Contract Managers.
  • Maintains the Lottery’s Contract management files and corresponding databases.
  • Responsible for accurately and independently facilitating the review, verification and recording of Bonds.
  • Tracks and monitors expiry dates for contracts, and bonds/securities. 
  • Reviews Contract monitoring efforts and activities and provide technical assistance to Lottery Contract Managers.
  • Ensures Contract Managers are provided information on available contract management training opportunities and maintains a record of known participant attendance.
  • Drafts and prepares internal and external correspondence, reports, and contract related documents for the Director's signature.
  • Works collaboratively with Lottery General Counsel on contracts, partnerships and assigned projects.
  • Drafts and/or assists with drafting policies, procedures, contracts, terms and conditions, audit responses, training materials, and other information as requested or directed.
  • Prepares information, data, and reports for dissemination to external stakeholders, as requested or assigned.
  • Ensures applicable Lottery Agreements are accurately entered (or coordinates entry) into the Florida Accountability for Contracts Tracking System and the Lottery Contract Administration System (CAS).
  • Ensures contracting processes are performed with integrity and ethics. 
  • Stays abreast of all State of Florida and Florida Lottery rules, laws, regulations, and statutes that impact the contracting profession.
  • Seeks training, which will prove beneficial to job functions.
  • Provides status updates, as requested/needed, to the Procurement Management Director and other members of Lottery Senior Executive Management.
  • Utilizes Lottery’s computer resources, and other State of Florida systems needed to perform assignments.
  • Ensures contracts are complete, accurate, and in compliance with all policies, rules, and regulations prior to approving and/or routing for approval, or process of payment approval.
  • Research automated and manual office files for collection of pertinent information for use in the preparation of correspondence or reports, and reviews files to gather background information to answer questions from employees or vendors.
  • Disseminates documents, back-up and receiving reports to vendors and for internal distribution as appropriate.
  • Conducts trainings, as requested or assigned.
  • Represents the Procurement Management Office at various functions as necessary.  Performs travel as required.
  • Performs special assignments and research, as requested and required.
  • Prepares reports, as requested or assigned.
  • Performs other related duties as appropriate or assigned by management.       
  • Attendance is an essential function of this position.
  • As required, supervises a contract analyst position.

  • Skills in PC Based office products.    

 

Other job-related requirements for this position

High School Diploma or equivalent (GED) required.

 

Successful passing of a criminal background check (state, local, and national) is required)

 

Maintains strict confidentiality of information learned while working with the Florida Lottery, whether learned through assigned duties or through working with other units.  The types of confidential information may include, but are not limited to, payroll information, budget matters, policy decisions, tax matters, employee disciplinary issues, and other personnel data.
