The Work You Will Do:

Contract Administrator / Transportation Technology Finance and Administration

 

The Contract Administrator position within the Office of Transportation Technology is responsible for coordinating and communicating with various functional areas to verify the need to renew and continue existing licenses, maintenance, and other service agreements essential to the agency's operations. This role involves overseeing encumbrances, purchases, and payments of funds for general operations, participating in vendor negotiations, and developing procurement proposals. Additionally, the Contract Administrator assists in budgeting and fund allocation processes, develops internal policies and procedures, and provides regular feedback and reports to managers on contract renewals, available funds, and spending patterns.

Your Specific Responsibilities:

Coordinate and communicate with the Executive Director of Transportation Technology and the following functional areas: Office Information Technology (OIT), Information Security, Operational Technology, and Process and Quality Improvement (PQI) in order to verify the need to renew and continue existing license, maintenance, and other service agreements essential to the operation of the agency. Provide feedback and reports to managers on a regular basis and as requested relating to contract renewals, available funds, spending rates and patterns. The incumbent of this position has the authority to make a single purchase exceeding $35,000 and has financial disclosure responsibility in accordance with Section 112.3145, Florida Statutes.

Assist in overseeing the encumbrances, purchases and payments of funds for general operations.  Responsible for encumbering funds in the Florida Accounting Information Resource (FLAIR), approving purchases and payments in My Florida Marketplace and the purchasing card system. Participate in negotiations with vendors on behalf of Florida Department of Transportation (FDOT). Develop invitations to bid, requests for proposals, and invitations to negotiate.  Incumbent has the authority to make a one-time purchase exceeding the category one threshold.

Assist and act as backup to the Finance & Staff Director. Responsible for budgeting and fund allocation processes in order to distribute annual Office of Information Technology (OIT) funds to multiple cost centers as well as transfer funds between multiple budget entities.

Assist in the development of internal, technical, and administrative policies and procedures.

Work with management on special reporting requirements. Alert Property Custodians with necessary paperwork of purchases made that will require tagging with property numbers.

 

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

 

Knowledge of the basic principles of personnel administration. Ability to provide administrative and technical guidance in the development and preparation of procurement proposals. Ability to research and interpret relevant regulations guidelines, and statutes regarding procurement and accounting procedures. Ability to review fiscal data for accuracy and to ensure proper impact on proprietary funds. Ability to compile and generate budget reports for department heads. Ability to perform as a liaison with the Procurement and Comptroller's Offices. Ability to perform necessary functions in the Purchasing Card and Ariba systems; Ability to prepare contractual and purchase order documentation.

 

Minimum Qualifications:

 

Three (3) years of professional purchasing or accounting experience. Post-secondary education can substitute on a year-for-year basis for the required experience.
