Position Summary

 

This position serves as a designated Agency for Persons with Disabilities’ (APD) employee responsible for enforcing performance of contract terms and conditions and serves as primary liaison with contracted providers for all assigned contracts and agreements. The position serves as an APD Contract Manager and is responsible for the planning, development, execution, coordination, management, and closeout of all assigned contracts and agreements related actions and documents. This position supports the APD Contract Administrator and the Agency in the development and implementation of strategic plans, policies and procedures pertaining to contracts. This position requires the ability to work independently, as part of a team, and/or as a team leader to achieve common goals in an effective and efficient manner while maintaining a high level of professionalism. This position requires independent decision-making within parameters of established laws, rules, regulations, policies and procedures.

 

The Work You Will Do 

 

  • Prepares, processes, facilitates execution, manages, and monitors APD performance-based contracts as assigned by the APD Contract Administrator. Ensures contract actions are processed and executed, contracts are managed, and contract files are maintained in accordance with applicable laws, rules, regulations, policies, procedures and directive, working with providers and APD staff in developing and implementing contract documents; coordinating and executing contract actions such as new contracts, amendments, renewals and extensions; maintaining proper contract files; managing contracts in accordance with contract terms and conditions; assessing provider performance; monitoring provider services; reviewing and approving deliverables and invoices; monitoring and tracking allocations, encumbrances and expenditures; reconciling payments in State and Agency financial systems; and conducting administrative functions such as contract closeout.

 

  • Provides support and technical assistance to APD providers and staff engaged in contract actions to ensure ethical, effective and efficient procurement and contracting methods are utilized; provides support and technical assistance to APD providers and staff on issues pertaining to provider performance, deliverable tracking, contract oversight, budget, allowable costs, and other various contract requirements; provides APD providers and staff with updated information and interpretation of applicable laws, rules, regulations, policies, procedures and directives.

 

  • Inputs and assists in maintaining contract-related information for all assigned contracts and agreements in various reporting systems such as the Florida Accountability Contract Tracking System (FACTS) and internal Agency tracking systems.

 

  • Prepares, processes, facilitates execution, manages, and monitors APD interagency agreements as assigned by the APD Contract Administrator.

 

  • Assists in the development and implementation of policies, procedures, training programs and strategies to maximize efficiency and effectiveness, and ensure compliance with applicable laws, rules, regulations, policies, procedures and directives.

 

  • Assists in coordinating and conducting statewide and regional/local meetings, conference calls and video conferencing with APD staff and providers on matters pertaining to contracts and procurements.

 

  • Conducts periodic contract manager file reviews as assigned and documents findings; accordingly, and conducts follow-up reviews of files requiring corrective action.

 

  • Participates in training opportunities pertaining to contracts, procurements, projects and related issues.

 

  • Attends internal and external meetings as required.

 

  • Executes special projects/assignments and performs other duties as required.

 

Minimum Qualifications

 

  • Florida Certified Contract Manager (sections 287.057(14) and 215.971(2), F.S.) or obtained within one year of hire.

 

  • Archeological Resource Management Training (Florida Department of State).

 

  • Prior experience in Contract, Grant, or Program Management.

 

  • Bachelor’s Degree preferred.

 

  • Experience providing support and or technical assistance to Internal and or external stakeholders.

 

  • Experience auditing invoices from vendors and/or providers.

  • Contract and procurement laws, rules, regulations, and related Agency policies and procedures.

 

  • State building codes and the Americans with Disabilities Act (ADA) related requirements.

Background Screening Requirement
