Job Overview

This position provides administrative oversight of procurement and contract management activities within the Office of Licensing, with a primary focus on supporting the Office of Child Care. The role is responsible for managing the full lifecycle of contracts and procurements, monitoring performance, and delivering technical assistance to ensure compliance with all applicable laws, rules, and departmental policies.

Responsibilities

  • Develop, administer, and manage contracts within the Office of Licensing in accordance with Sections 287.057 and 402.7305, F.S., including drafting and reviewing complex agreements for programmatic and technical systems or solutions.
  • Maintain and manage all contractual documents, routing processes, payment trackers, and system entries related to contracts, ensuring accuracy and integrity across technical and non-technical contract files.
  • Oversee and execute procurement processes, ensuring compliance with statutes, rules, and procedures. This includes research, document preparation, attending response openings, managing evaluations and negotiations, and routing documentation. Preference for candidates with experience conducting procurements for technology, data systems, or other technical services.
  • Develop outcome measures and tools for program evaluation and data collection. Monitor and evaluate performance outcomes in collaboration with program staff.
  • Prepare and submit reports, analyze provider performance, and recommend corrective actions when necessary.
  • Conduct contract monitoring activities and manage contract files, payments, and reconciliation processes. Ensure compliance with departmental policies, CF Operating Procedures, and any applicable CDAs.
  • Provide technical assistance and guidance on procurement and contract activities to staff and contracted providers, including support related to contracts for technical systems or services.
  • Perform other duties as assigned.

Minimum Requirements

  • Experience in contract management, procurement, or grant management, including drafting, negotiating, and administering contracts.
  • Knowledge of Sections 287.057 and 402.7305, F.S., or the ability to quickly learn and apply state procurement statutes, rules, and guidelines.
  • Demonstrated experience managing competitive procurements such as Invitations to Bid, Requests for Proposals, or Invitations to Negotiate.
  • Ability to develop, interpret, and analyze contract language, scopes of work, and performance metrics.
  • Experience writing or reviewing contracts for technical systems, data solutions, software services, or IT-related deliverables (highly preferred).
  • Strong organizational skills with the ability to manage multiple contracts, deadlines, and priorities.
  • Experience with contract monitoring, provider performance evaluation, and corrective action planning.
  • Proficiency in writing clear, concise technical and non-technical documents.
  • Ability to work collaboratively with program staff, vendors, and legal counsel.
  • Strong analytical and problem-solving skills.
  • Ability to communicate clearly and professionally, both in writing and verbally.
  • FCCM (Florida Certified Contract Manager) certification.

Preferred Qualifications

  • Prior experience developing detailed scopes of work for technology solutions, data systems, or other complex technical services.
  • Experience with state procurement systems.
  • Experience analyzing technical proposals or evaluating system requirements.
  • Knowledge of project management principles or experience supporting system implementations.
  • Familiarity with CF Operating Procedures and Child Care or human services programs.
