This is a full-time position working 40 hours per week.

Location: Centre of Tallahassee Building, 2415 N. Monroe Street, Suite 400 Tallahassee, FL 32303.

 

Regular business hours of operation are 8:00 AM to 5:00 PM EST, Monday - Friday.

Some travel may be required.

 

Current employees will be compensated in accordance with the DCF salary policy.

 

Job Description:

In this position, you will serve as a contract manager responsible for composing, coordinating, controlling, executing, and monitoring contractual agreements of multiple specialized contracts for the Office of Child & Family Well-Being. You will be responsible for enforcing the terms and conditions of all assigned contracts and will serve as a liaison between the Department and providers, as well as other agencies, and program offices.

How you will make an impact:

  • Contract management duties include developing contract documents, handling contract and amendment execution activities, facilitating meetings and negotiations with contractual providers, approval of contract deliverables and invoices, and handling the day-to-day oversight of assigned contracts.
  • Prepare contracts, amendments, renewals, and extensions as requested by the program area.
  • Manage assigned contracts to include the oversight and enforcement of contract terms and conditions.
  • Accurately develop and process all contract documents.
  • Monitor compliance of mandatory contract requirements.
  • Assist in the provision of technical assistance, guidance on contractual issues, and monitoring policies and procedures.
  • Responsible for records management including maintaining official files of record for assigned contracts, and documenting contract payments.
  • Perform contract monitoring for assigned contracts as well as participate on the cross-unit program monitoring team for contracted service providers.  This includes review and approval of provider's contracted deliverables and imposes/monitors corrective action where necessary.
  • Assist in negotiations of contract terms and conditions, performing costs analyses of provider budgets.
  • Serve as single point of contact with service providers, ensuring positive provider relations.
  • Work to resolve issues timely and effectively.
  • Conduct site visits in accordance with monitoring requirements for each assigned contract to ensure service delivery.
  • Perform contract closeout duties, including contract evaluation and review and documentation of provider performance.
  • Assist in developing competitive solicitations in concert with applicable rules and statutes. When applicable, develop business cases and coordinate reviews with the Center for Efficient Government.
  • Review, approve, and process provider invoices. Maintain detailed expenditure schedule and update financial database(s).
  • Assist with identifying appropriate mechanisms for contracting and procurement.
  • Maintain official department contract records.
  • Responsible for using effective verbal and written communications including preparing correspondence and reports.
  • Performing related duties as required.

 

Knowledge, Skills and Abilities:

Required Qualifications:
 

  • High School diploma or its equivalent and five (5) years of professional contract management experience.
  • Completion of bachelor’s degree or higher from an accredited college or university can substitute for up to four (4) years of the professional contact management experience.
  • Must successfully complete training in contract management and become a certified contract manager within six months of hire in accordance with section 287.057(15)(c), F.S.


Preferred Qualifications:
 

  • Possess a Florida Certified Contract Manager Certificate (FCCM).
  • Working knowledge and experience using MyFloridaMarketPlace (MFMP) applications (i.e., Buyer, Sourcing, Vendor Information Portal, etc.), of contract or grant management, auditing invoices for contracted vendors or service providers, or of program research and evaluation.
  • Professional administrative work experience (i.e., supervisory, managerial, purchasing agent, budget analyst, etc.). 
  • Bachelor's degree from an accredited college or university.
