Some travel may be required.
This posting will be used to fill a Selected Exempt Services (SES) position.
Salary: $70,000 - $75,000, based on experience
If selected for hire, current DCF employees will be compensated in accordance with the DCF salary policy.
This is a full-time position working 40 hours per week.
Business hours are 8:00 am - 5:00 pm EST, Monday - Friday.
Required Minimum Qualifications:
- Bachelor’s degree from an accredited college or university or equivalent, four (4) years of relevant experience to substitute for the required education.
- Note: Be prepared to provide a copy of your degree/diploma or request official transcripts from your school in a sealed envelope. All documents must be in English, clear, and legible, showing all signatures and pertinent details. Foreign degrees must be validated by a third party to meet the US equivalency requirements. - At least 2 years of supervisor / management experience or at least 2 years of contract management experience in a lead role.
- At least 2 years of direct contract management experience.
- Completion of Florida Certified Contract Manager Certification (FCCM). A copy of your certification will be requested.
Preference will be given to applicants who have:
- Completion of Florida Certified Contract Negotiator Certification (FCCN). A copy of your certification will be requested.
- State of Florida Contract Management and Procurement Experience
- More than two (2+) years of supervisor or management experience.
- More than two (2+) years of direct contract management experience.
POSITION DESCRIPTION
This is a highly responsible supervisory position in the Business Operations Unit in the Office of Economic Self Sufficiency. The incumbent has the responsibility of directly supervising professional contract staff to ensure the achievement and alignment with the agency’s mission and to promote economic self-sufficiency for the agency’s customers. In addition, the incumbent has the responsibility for contract planning and development, contract management and oversight for invoice processing for assigned contract to include serve as the liaison with procurement and revenue offices related to contract payments, reconciliation of invoice payment, coordinating and implementing contract related policies and procedures, and providing training and technical assistance. The incumbent monitors and evaluates Contract Manager Specialist (CMS) performance and reviews contract management files including but not limited to procurement documents, financial documents, data reports, corrective actions, amendment, and renewal documents, to ensure compliance with Federal regulations and State rules, regulations, policies, and procedures.
Specific Duties and Responsibilities include:
- Provides direct supervision including support, training, evaluation, and disciplinary actions of contract management personnel assigned to unit. This includes, but is not limited to, the planning, review, drafting, routing, management and quality assurance activities of contract and related documents in accordance with Department policy. Responds to complex inquiries regarding contracts and serves as primary contact between the related program unit and other Department units such Programs & Policy, Contracted Client Services, Legal, Admin. Services Support Center and the Contract Oversight Unit in resolving contract issues.
- Provides technical assistance and develops contract related training materials, coordinates program related trainings and develops and implements a training plan to ensure Contract Management staff can effectively execute their roles managing contracts and provide appropriate guidance and oversight to contracted providers relating to contract requirements, objective, and activities. Trains and develops contract management staff to assume more complex contract activities. Participates in federal/state monitoring or audit activities, including pre-monitoring activities/tasks, review of program findings and the development of any corrective actions and reporting requirements.
- Plans, develops, and implements a system for reviewing, analyzing, monitoring, and tracking contracts and contract activities including, but not limited to, the review/analysis of provider performance (deliverable and performance measures), expenditures, budget proposals, quarterly expenditure reports, invoices, narrative reports, provider annual site visits, and corrective action plans. Prepares and disseminates information regarding contract status and issues. Regularly conducts and contributes to management team meetings and monthly provider performance meetings.
- Develops negotiation strategies and leads and/or participates in procurement negotiation teams for new procurements; reviews solicitation documents for Invitations to Negotiate, Requests for Proposals, Invitations to Bid, Requests for Information, Interagency agreements and Memorandums of Understanding and Memorandums of Agreement, etc.
- Actively participates in in meetings and coordinating team efforts with other program office staff teams as needed.

- Knowledge of the contract management process and program evaluation.
- Knowledge of basic management principles and practices.
- Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document workflow and other activities relating to the improvement of operational and management practices.
- Ability to understand and apply applicable rules, regulations, policies, and procedures relating to contracts, operational and management analysis activities.
- Ability to organize data into a logical format for presentation in reports, documents, and other written materials.
