The Contracts and Grants Manager provides supervision, training and directing professional staff providing security, contracting, and grants management services to the Division of Workforce Services to improve management capabilities, operational procedures and internal controls. This is a highly responsible position requiring knowledge of Federal, National Institute of Standards and Technology (NIST), and state computer systems security risk assessment requirements and the ability to review, analyze, audit and monitor the effectiveness of internal systems security controls are required.  In-depth knowledge of state and federal procurement, workforce and reemployment programs.

 

 

THIS POSITION HAS THE FOLLOWING MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES

 

  • Knowledge of reemployment assistance law, rules, policies and procedures.
  • Ability to collect, evaluate and analyze data relating to reemployment assistance programs.
  • Ability to review reemployment assistance functions to measure effectiveness.
  • Ability to develop training materials and train others.
  • Ability to work independently.
  • Ability to utilize problem-solving techniques.
  • Ability to plan, organize and coordinate work assignments.
  • Ability to effectively communicate verbally and in writing.
  • Ability to establish and maintain effective working relationships with others


 

THE HIRED CANDIDATE WILL BE RESPONSIBLE FOR THE FOLLOWING

 

  • This position supervises, trains, motivates, coaches, counsels and evaluates subordinate staff in providing services and provides technical assistance regarding programmatic issues, assists in interpreting rules, policies, legislation, and standards.

 

  • Plans, directs and coordinates the activities of the Internal Security Unit (ISU) and Tax Performance System (TPS) in auditing and reviewing the division's internal security controls, weaknesses, threats, vulnerabilities, theft and abuse; TPS reviews of reemployment tax collection services provided to the (DEO) by the Department of Revenue (DOR); and, data validation of the Reemployment Assistance Program’s required reports.  Manages the development, implementation, and supervision of systemic financial and programmatic monitoring components for Workforce Services contracts and agreements.  Manages the development and implementation of Workforce Services’ internal security procedures, risk assessments, security manuals, pamphlets, and guides and manages and supervises the development and implementation of Workforce Services security training and awareness programs. 

 

  • Supervises the management of Workforce Services positions of special trust and background screening requirements and procedures.  Plans, supervises, and coordinates grants management professionals within the Division of Workforce Services.

 

 

  • Reviews and evaluates operating and financial reports and internal security controls and initiates corrective actions when required; assists in the review and formulation of policies and procedures impacting the administration and operation of Workforce Services computing systems, contracting, and operational procedures.   Responds to audit findings impacting Workforce Services security, grants and contracting operations.
     
  • Participates in Workforce Services conferences, workshops, meetings, inter-organizational teams and similar activities relevant to planning and resource management.  Facilitates meetings as required, makes presentations and represents the department at local, state and federal meetings.

 

  • Performs other related duties as required.


OTHER REQUIREMENTS THAT MAY BE REQUIRED FOR THE POSITION

 

  • Duties and responsibilities of this position must be performed at the official worksite of the Department.
  • Ability to travel.
     

PREFERENCE WILL BE GIVEN TO THOSE APPLICANTS THAT HAVE THE FOLLOWING QUALIFICATIONS

  • Florida Certified Contract Manager
  • Florida Certified Contract Negotiator
  • Have at least 3-years’ experience in Reemployment Assistance and/or Workforce Services.
