Job Description
This position is responsible for guiding the implementation of policies, procedures, and strategies related to problem-solving court data initiatives, software contract management, and overseeing the Florida Drug Court Case Management System (FDCCMS). Additionally, this position provides support to other problem-solving court projects as needed. Major responsibilities include serving as the lead staff for statewide problem-solving court data collection, reporting, and analysis; providing oversight of the FDCCMS, including managing the FDCCMS contract; and supervising staff. This position is responsible for compiling, auditing, and analyzing problem-solving court data; preparing comprehensive and detailed problem-solving court data reports as needed; providing technical assistance to problem-solving courts; and responding to problem-solving court data and information requests. Close working relationships are established with high-level policy makers and officials in the executive, legislative, and judicial branches of government. This position is a mid-level management position and works under limited supervision. Responsibilities include supervising two senior court analyst II positions.
The responsibilities of this position include the following:
- Serve as lead staff to statewide data collection initiatives, including but not limited to, the statewide problem-solving court data collection and reporting requirements.
- Provide oversight of the FDCCMS to include managing the FDCCMS contract for compliance with deliverables; reviewing and approving invoices; overseeing and maintaining the FDCCMS budget; managing the enhancement process; reviewing the monthly FDCCMS usage report, initiating contract renewals, extensions, and amendments; and communicating with the vendor as needed.
- Supervise two senior court analyst II positions, including assigning and reviewing work product, signing timesheets, completing performance planning and reviews, and approving leave.
- Draft correspondence, reports, and procurement documents for problem-solving court activities and events.
- Provide staff support to governance groups, as needed.
Education and Training Guidelines
Bachelor’s degree in economics, statistics, information technology, business management, public or business administration, social science, or a closely related field. Experience refers to the amount of related work experience that is recommended for entry into this position that would result in a reasonable expectation that the person can perform the required tasks.
Additional relevant education may substitute for the recommended experience on a year for-year basis, excluding supervisory experience. Five years of related work experience, including two years in a supervisory or managerial capacity.
Special Qualifications
A general working knowledge of court operations, data systems, and analytics. A general understanding of substance use and mental disorders and their impact on the justice system. Ability to assist in the development and implementation of legislative or grant-funded projects. Knowledge of procurement procedures, contract management, and budget management. Experience in managing and supervising staff is required.

- Knowledge of the Florida State Courts System, including court procedure and rules, court organization, operations, and functions, with expertise in case processing for problem-solving court cases.
- Knowledge of and ability to apply modern research techniques and data analysis to project planning.
- Knowledge of and ability to guide the conduct of complex analysis.
- Ability to organize, maintain, and update a variety of detailed and complex records.
- Ability to act as a project leader and supervise other staff.
- Ability to operate a personal computer and software programs.
This position must possess a proficiency in data collection methods, data analysis, and presentation of the data results, and the ability to illustrate findings in a variety of formats, such as charts and graphs. Must have strong interpersonal and analytical skills and be able to work both independently and with a team. Must have strong written and verbal communication skills.
