CONDITIONS OF EMPLOYMENT:

  1. New employees of the Florida State Guard will be required to pass a pre-employment drug screening.
  2. New employees of the Florida State Guard are required to participate in a direct deposit/electronic transfer program. 
  3. The Florida State Guard is paid on a monthly basis.

MINIMUM REQUIREMENTS:

  • A bachelor’s degree from an accredited college or university in business administration, public administration, finance, or a related field, and
  • Two (2) years of professional experience in contract management, procurement, or a related administrative field.

OR

  • Any combination of education and experience equivalent to the above
  • Work at the Florida State Guard is cross-functional, meaning duties may cross division/office lines. The Florida State Guard expects this position to provide their skills and expertise wherever needed through work on teams or as directed.
  • Minimal travel may be required.

 

PREFERRED QUALIFICATIONS:

  • Certification as a Florida Certified Contract Manager (FCCM) or Florida Certified Contract Negotiator (FCCN).
  • Experience with MyFloridaMarketPlace (MFMP) and Florida Accountability Contract Tracking System (FACTS).

 

DUTIES AND RESPONSIBILITIES:

  • Develops, reviews, and administers contracts, agreements, and amendments for services, commodities, and grants.
  • Assists in preparing competitive solicitations (ITBs, RFPs, RFQs) and ensures compliance with Chapter 287, Florida Statutes, and Rule 60A-1, Florida Administrative Code.
  • Analyzes contract terms and conditions to identify potential risks, fiscal impacts, and performance metrics.
  • Conducts contract monitoring, including reviewing deliverables, invoices, and vendor performance reports.
  • Coordinates with program and fiscal staff to ensure timely contract execution, amendments, renewals, and closeouts.
  • Maintains contract files and documentation in accordance with state record retention requirements.
  • Provides technical assistance and training to program staff on contract procedures and best practices.
  • Prepares reports, correspondence, and analytical summaries related to contracting activities.
  • Participates in vendor negotiations, evaluations, and dispute resolution processes.
  • Assists with audits, reviews, and internal control assessments related to contracting functions.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

  • State of Florida procurement and contracting laws, rules, and procedures.
  • Knowledge of Budgeting systems and software to include but not limited to FLAIR, MFMP, AOD, etc.
  • Knowledge of business and management principles involved in strategic planning, resource allocation, leadership techniques, production methods, and coordination of people and resources.
  • Knowledge of Accounts receivable software; Fund accounting software
  • Knowledge of descriptive and inferential statistics, and their applications.
  • Knowledge of economic and accounting principles and practices, and the analysis and reporting of financial data.
  • Ability to understand, formulate, and apply rules, regulations, policies, and procedures
  • Knowledge of principles and processes for providing customer and personal services.
  • Knowledge of administrative and office procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and workplace terminology.
  • Excellent verbal and written communication skills
  • Proficient in Microsoft Office Suite or related software
  • Excellent organizational skills and attention to detail
  • Excellent analytical and management skills
