The Florida Division of Emergency Management (FDEM) plans for and responds to both natural and man-made disasters.  These range from floods and hurricanes to incidents involving hazardous materials or nuclear power.  FDEM is the liaison between federal, state, and local agencies. FDEM prepares and implements a statewide Comprehensive Emergency Management Plan, routinely conducts extensive exercises to test state and county emergency response capabilities, provides technical assistance to local governments as they prepare emergency plans and procedures, as well as conducts emergency operations trainings for state and local government agencies.

 

FDEM serves as the lead agency for the State Emergency Response Team (SERT), whose primary goal is the coordination of the state’s efforts during disaster response and recovery. This coordination is conducted within the State Emergency Operations Center (SEOC) in Tallahassee. Additionally, FDEM manages the State Watch Office; the 24-hours a day operation tasked with providing situational awareness to stakeholders statewide. After a disaster, FDEM conducts damage assessment surveys and advises the Governor of the State of Florida on whether to declare an emergency and seek federal relief funds. Position Overview and Responsibilities:
This position serves as the Bureau of Response Credentialing Unit Manager, a highly professional position involving development and management of the statewide credentialing program for the All-Hazards Incident Management Team (AHIMT) and State Emergency Operations Center (SEOC) personnel as response and recovery resources. Additionally, the position implements planning initiatives and strategic priorities established by the Bureau of Response leadership.

 

The duties and responsibilities for the position include, but are not limited to, the following:

  • Responsible for the establishment and maintenance of a statewide credentialing program for SEOC personnel as single resources in accordance with the National Qualifications System (NQS).
  • Responsible for the establishment and maintenance of a statewide credentialing program for Type 3 Incident Management Teams in accordance with the Interstate Incident Management Qualifications System Guide (IIMQS).
  • Collaborate with the Bureau of Preparedness Training & Exercise Program staff in sustaining appropriate numbers of credentialed AHIMT and SEOC staff.
  • Create clear, concise, and well-structured written materials, including technical guides, standard operating procedures, reports, and other documentation to support internal and external communications.
  • Design visually engaging content such as infographics, charts, graphs, and slide decks to effectively communicate complex information in a user-friendly and visually appealing format.
  • Perform other duties as assigned by bureau leadership and executive staff.

 

Knowledge, Skills, and Abilities:

  • Knowledge of policies and practices involved in the management of assigned personnel and demonstrated ability to supervise, motivate, develop, and direct people.
  • Knowledge of state, local, and federal responsibilities during disasters.
  • Knowledge of computer-based report preparation and strategic planning.
  • Knowledge and understanding of the Florida Command, Section, Branch, and ESF structure of the SEOC. Apply that understanding to problem solving and development of approaches to unusual emergency situations.
  • Ability to communicate effectively through conference calls, SEOC briefings, and other formats for all types of audience groups ranging from subject matter experts to executive level partners.
  • Ability to conduct and participate in conferences, meetings, and workshops relating to emergency management preparedness and response.
  • Ability to coordinate with and direct staff both internal and external to normal chain of command.
  • Ability to work in an operational mode to provide response coordination to state and local government entities, including working non-traditional hours during activations of the SEOC.
  • Ability to coordinate multiple projects, tasking, and/or priorities.
  • Ability to communicate effectively with others verbally and in writing.
  • Knowledge of principles and best practices in technical writing, document formatting, and information organization.
  • Proficiency in document creation tools (e.g., Microsoft Word, Google Docs) and visual design software (e.g., Canva, Adobe Illustrator, PowerPoint, or Visio).
  • Skill in organizing and presenting information logically for varied audiences, including executives, stakeholders, and the public.
  • Ability to collaborate with subject matter experts and incorporate feedback to refine and improve documents and visual products.

 

Minimum Qualifications:

  • A minimum of four years’ experience in Emergency Management or a related field. A post-secondary education in a related field may be used as an alternative for years of experience on a year-for-year basis.  

 

Preferred Qualifications:

  • Experience in a supervisory/manager role, including performance evaluation and staff development.
  • Experience in the development of technical guides.
