JOB DESCRIPTION:

The Division of Technology and Innovation within the Florida Department of Education (FDOE) is seeking a motivated individual to serve in a full-time position as a Database Consultant in the Office of Full Time Equivalent/Class Size (FTE/CS). FTE/CS facilitates K-12 school data collections and reporting for both internal and external clients. 

 

Under the supervision of the FTE/CS Manager, this position conducts technical work involving the analysis, development design and implementation of comprehensive management information systems and/or integrated subsystems within the Bureau of PK-12 Education Information Services (EIS). The employee is expected to demonstrate the knowledge, skills and ability to prepare, provide and disseminate quality products representative of the Department's commitment to quality, efficient services and practices; to develop computer programs in Statistical Analysis System (SAS) following detailed specifications and departmental standards; participate in the development of procedures for user training and operation of management information systems; establish and maintain a cooperative working relationship with all information technology staff and customers; display a professional attitude when interacting with information technology staff and customers; and possess the ability to acquire technical and subject matter expertise.

We are seeking a skilled individual with two years of experience in data extraction, data analysis, code development and maintenance support of applications that service the division's business objectives and requirements. This position requires excellent analytical skills, attention to detail and the ability to effectively multitask. The majority of the responsibility will be to collect and review business requirements related to class size calculations, student FTE reporting and recalibration, and document these processes with written descriptions and diagrams so that these processes can be understood by others and replicated.

 

Additionally, the applicant should perform well independently and as a team player. The applicant must be able to develop work products from concept to completion to include assisting in technical writing, analysis, and code development. The ideal candidate should have excellent written and verbal communication skills. 

 

Preference will be given to those who have proven analytical and coding experience in SAS. 

 

EXAMPLES OF WORK PERFORMED:

Supports and assists in the operation of a comprehensive system of education information services including data collection, retrieval, analysis, and quality control activities. 
Provides technical assistance verbally and in writing to school districts, legislative staff, DOE personnel, and the general public. 
Consults, collaborates and provides technical expertise to other units in the Department on issues pertaining to data acquisition, reporting and analysis. 
Directs the planning and development of statistical tables and data reports requiring specification of data sources, aggregation criteria, and reporting format, including those requiring analysis skills. 
Directs the specification documentation for reports, tables and date files. 
Represents the Department, Division, and bureau at professional meetings, at meetings sponsored by other agencies and entities and on taskforces, as assigned. 
Reviews and analysis laws and regulations with respect to specific criteria. Prepares guidelines for implementation of legislation related to information services. 
Retrieves and synthesizes data in order to meet local, state, and national agency data requirements. When necessary, meets with Department staff and reviews information needs/requests of various governmental agencies, and determines the most efficient manner to respond to using either the DOE Information Data Base or data from manual data collection forms. 
Collects and reviews business requirements related to class-size calculations, student FTE reporting and recalibration, and transportation FTE reporting and calculations and documents these processes with written descriptions and diagrams so that these processes can be understood by others and replicated. 
Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

A bachelor's degree from an accredited college or university and two years of experience in systems analysis and/or computer programming; or 
A bachelor's degree from an accredited college or university with a major in one of the computer sciences or in management information systems and one year of experience as described above; or 
A master's degree from an accredited college or university in one of the computer sciences or in management information systems and one year of experience as described above; or 
A doctorate from an accredited college or university in one of the computer sciences or in management information systems; or 
Four years of experience as described above and either (1) completion of a 720 classroom hour program of study from a vocational/technical school or accredited community college in an area of data processing (excluding data entry), or (2) 60 semester or 90 quarter hours of college course work from an accredited institution which includes four courses in computer science or management information systems. 
Experience as described above can substitute on a year-for-year basis for the required college education. 
Completion of a one-year program of study from a vocational/technical school in an area of data processing (excluding data entry) can substitute for one year of the required experience.

LEAVE INFORMATION

  • Annual Leave - All full-time Career Service employees filling established positions earn annual leave in varying increments dependent upon years of creditable service. Employees with up to 5 years of creditable service earn 8.667 hours per month, with 5 to 10 years earn 10.833 hours per month and those with over 10 years of service earn 13 hours per month. Employees in Senior Management Service and Selected Exempt Service positions are credited with 176 hours of annual leave upon appointment. In subsequent years, the annual allotment is credited on the anniversary date of the initial appointment.
  • Sick Leave -. Career Service employees earn 8.667 hours of sick leave credits per month.

 

Background Screening Requirement
