The Florida PALM Project (the Project) is an enterprise project to replace the State of Florida’s legacy accounting, payroll, and cash management systems, using an enterprise resource planning solution. The Department of Financial Services (DFS) is leading this statewide initiative, which impacts stakeholders and users of the State’s financial data including all State agencies.

SPECIAL NOTES:
Bachelor’s Degree in a relevant discipline (i.e., Information Technology, Management Information Systems, Computer Science) from an accredited four-year college or university OR four (4) or more years in Information Technology, particularly in the areas of legacy and service-oriented architecture integration is required.
Additional requirements:
- Minimum three (3) years’ experience in developing and testing processes for the extract, transform and load (ETL) of data from source system applications
- Excellent written and verbal communication skills with the ability to effectively communicate with all levels of employees and management.
- Ability to thrive in a fast-paced culture of change and innovation.
Preferences:
- Minimum three (3) years’ experience in the software development lifecycle including, technology requirements gathering, configuration, development, testing and implementation of systems
- Experience developing ETL mappings and workflows using Informatica PowerDesigner 10.1 or later
- Proficiency scripting with Oracle PL/SQL
- Understanding of data warehousing and business intelligence concepts
- Functional understanding of FLAIR and other Florida Financial Management Information System (FFMIS) subsystems

Employees of the Department of Financial Services are paid on a monthly pay cycle.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge and skill in the areas of legacy (e.g., file-based, batch) and modern (e.g., SOA) integration architectures and interoperability standards, patterns, and protocols
- Knowledge and skill in the areas of commercial off the shelf (“COTS”) integration applications and solutions
- Knowledge and skill in the areas of conceptual, logical, and physical data modeling and service-oriented modeling
- Knowledge and skill in the areas of data and integration governance programs, policies, and procedures
- Knowledge of business analysis, technical analysis, and problem-solving techniques
- Knowledge of software design, development processes, and documentation
- Knowledge of software requirement management and testing techniques
- Skill in translating technical concepts to business audience and business information to a technical audience
- Skill in Microsoft Suite products (i.e., Word, Excel, Outlook) and Visio software
- Ability to document and analyze user requirements
- Ability to communicate clearly and concisely with application end-users
- Ability to establish and maintain effective working relationships with others
- Ability to organize data into logical format for presentation in reports, documents, and other written materials.
BRIEF DESCRIPTION OF DUTIES AND RESPOSIBILITIES:
This position assists in the execution of the Department of Financial Services’ responsibilities for the Florida PALM Project, taking direction from the Technical Architect, and serves as the Conversion Lead for the Project. This position deals with complex policies and procedures associated with the implementation of a financial management solution (FMS). It requires technical knowledge of FLAIR and other Florida Financial Management Information System (FFMIS) subsystems and general knowledge regarding financial management practices and procedures.
This position exercises discretion and independent judgment with respect to matters of significance. This position provides consultation and expert advice to management and carries out major assignments independently. Incumbent duties include but are not limited to:
- Participate in the design and review process of functional and technical Project deliverables and work products.
- Provide state lead level sign off on data conversion design documentation.
- Work with the Office of Information Technology (OIT) to extract, profile, map, and analyze legacy data
- Define and support data cleansing activities for preparation of source system data migration.
- Create processes to extract, transform and load data from source system applications to the target application (conversion).
- Create metrics for the monitoring of data cleansing progress for data migration including the preparation & presentation of dashboard metrics for leadership.
- Participate in strategic planning sessions to map out strategies and timelines for data conversion and validation tasks.
- Create various templates used in the collection and analysis of data during Mock Data Migration events and Cutover activities that will provide guidance for testing, data migration jobs, and conversion with high quality, consistent results.
- Collaborate with the financial management solution software implementation vendor, and other project resources (including contractors) to ensure adherence to State standards and established procedures for maintaining data and information accuracy and security.
- Lead defect resolution efforts by coordinating meetings with internal and external partners.
- Reports to management on status, progress, issues, and risks with ongoing and planned assignments.
