This position assists in the execution of the Department of Financial Services’ responsibilities for the Florida PALM Project, taking direction from the Data Management Team Manager, and serves as the Conversion Lead for the Project. This position deals with complex policies and procedures associated with the implementation of a financial management solution (FMS). It requires technical knowledge of FLAIR and other Florida Financial Management Information System (FFMIS) subsystems and general knowledge regarding financial management practices and procedures.


A bachelor’s degree or higher in a relevant discipline (i.e. Information Technology, Management Information Systems, Computer Science) from an accredited college or university is preferred

Additional preference will be given for:

  • Experience in creating and testing data migration programs and leading defect resolution efforts.
  • Experience in defining and supporting data cleansing activities for preparation of source system data migration.
  • Three (3) or more years in Information Technology, particularly in the areas of legacy and service-oriented architecture integration architectures.

Applicants are required to have the following:

  • Technical knowledge of FLAIR and other Florida Financial Management Information System (FFMIS) subsystems and general knowledge regarding financial management practices and procedures.
  • Three (3) or more years in the software development lifecycle including, technology requirements gathering, configuration, development, testing and implementation of systems.
  • Three (3) or more years in creating and testing scripts for the extract, transform and load of legacy data from source system applications

This position may be required to occasionally perform duties other than those listed on the position description.

Employees of the Department of Financial Services are paid on a monthly pay cycle.

Minimum Qualifications for this position include the following REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:

  • Knowledge and Skill in the areas of legacy (e.g. file-based, batch) and modern (e.g. SOA) integration architectures and interoperability standards, patterns, and protocols.
  • Knowledge and Skill in the areas of commercial off the self (COTS) integration applications and solutions.
  • Knowledge and Skill in the areas of conceptual, logical, and physical data modeling and service-oriented modeling.
  • Knowledge and Skill in the areas of data and integration governance programs, policies, and procedures.
  • Knowledge of business analysis, technical analysis, and problem-solving techniques.
  • Knowledge of software design, development processes, and documentation.
  • Knowledge of software requirement management and testing techniques.
  • Skills in translating technical concepts to business audience and business information to a technical audience.
  • Skill in Microsoft Suite products (i.e. Word, Excel, Outlook & Visio)
  • Ability to document and analyze user requirements.
  • Ability to communicate clearly and concisely.
  • Ability to provide mentoring and facilitate teamwork.

This position exercises discretion and independent judgment with respect to matters of significance. This position provides consultation and expert advice to management and carries out major assignments independently. Incumbent duties include but are not limited to:

  • Collaborate and Provide support in creating and defining the Data Conversion and Migration strategy. 
  • Work with the Office of Information Technology (OIT) to extract, profile, map, cleanse, de-duplicate, standardize, transform and load, and archive legacy data; and define and support data cleansing activities for preparation of source system data migration.
  • Create scripts for the extract, transform and load of data from source system applications to target application for data migration, and create metrics for the monitoring of data cleansing progress for data migration including the preparation & presentation of dashboard metrics for leadership.
  • Create various templates used in the collection and analysis of data during Mock Data Migration events and Close-Out activities that will provide guidance for testing, data migration jobs, and conversion with high quality, consistent results.
  • Collaborate with the financial management solution software implementation vendor, and other project resources (including contractors) to ensure adherence to State standards and established procedures for maintaining data and information accuracy and security.
  • Lead defect resolution efforts by coordinating meetings with internal and external partners.
  • Reports to management on status, progress, issues, and risks with ongoing and planned assignments.
